Altice International S.à r.l. is the Parent company of Altice Group, a multinational cable, fiber, telecommunications, content, and media provider. The Group provides pay television, broadband Internet, fixed lines, and mobile telephone services to residential and corporate customers.

Through its Israeli subsidiaries - Hot Telecommunications Systems, Hot Mobile, Hot Telecom, and P.H.I. Networks - Altice provides telecommunication services and cellular infrastructure to Israeli settlements in the occupied West Bank, East Jerusalem and the Syrian Golan. Additionally, the company provides services to the Israeli military, the Israel Police and the Israel Prison Service.

Services to Settlements 

Telecommunication Services in the Occupied West Bank 

Altice’s fully owned subsidiary, Hot Mobile, holds a consolidated license from the Israeli Civil Administration (ICA) in the West Bank to provide Bezeq’s international telecommunication services, cellular telephone services, internet access services and network endpoint services in the occupied West Bank. 

Additionally, Altice’s fully owned subsidiary, Hot Telecom LP, holds a license from the Israeli Civil Administration (ICA) in the West Bank to provide domestic landline services for the Israeli Telecommunication Corporation Bezeq in the occupied West Bank. 

Cellular Infrastructure on Occupied Land 

Altice’s Limited Partnership, P.H.I. Networks (2015) LP, which operates 232 cellular antennas in the occupied West Bank, East Jerusalem and the Syrian Golan. 

These include sites in the settlements of Adora, Alei Zahav, Alfei Menashe, Alon, Argaman, Ariel, Ateret, Beit Aryeh, Beit El, Beit Haarava, Beit Hagai, Beit Horon, Beitar Ilit, Bqaot, Dolev, Efrat, Eli, Elkana, Eshkolot, Etz Efraim, Geva Binyamin, Givat Zeev, Gush Etzion, Halamish, Har Bracha, Har Hevron, Hevron, Kalia, Karnei Shomron, Kedumim, Kfar Etzion, Kfar Ha-Oranim, Kfar Tapuach, Kiryat Arba, Kiryat Sefer, Kohav HaShahar, Kokhav Ya'akov, Ma’ale Adumim, Ma’ale Efraim, Ma’ale Michmash, Maon, Mateh Binyamin, Matityahu, Mechola, Metzad Shimon, Metzadot Yehuda, Mevo Hama, Mevo Horon, Migdalim, Migron, Mishor Adumim, Mitspe Hagit, Mitspe Shalem, Mitspe Yeriho, Modiin Ilit, Naale, Neria, Netiv Hagdud, Neve Daniel, Nili, Nofim, Nokdim, Ofarim, Ofra, Oranit, Otniel, Ovnat, Peduel, Petza'el, Psagot, Rachelim, Rimonim, Rosh Tsurim, Rotem, Salit, Shaarei Tikva, Shadmot Mehola, Shim'a, Talmon, Tekoa, Telem, Tsofim, Vered Yeriho, Yitav, and Yitzhar in the occupied West Bank; the settlement neighborhoods of French Hill, Gilo, Har Homa, Mount Olives, Mount Scopus, Old City, Pisgat Zeev, Ramat Shlomo, and Ramot in occupied East Jerusalem; and the settlements of Alonei Habashan, Aniam, Eliad, Elrom, Ein Zivan, Gshur, Had Nes, Hamat Gader, Karmei Tzur, Kanaf, Keshet Yehonatan, Kfar Haruv, Kidmat Zvi, Ma’ale Gamla, Marom Golan, Mount Hermon, Neot Golan, Neve Ativ, Odem, Ortal, Qela, Ramot, Ramat Magshimim, and Shaal in the occupied Syrian Golan. 

In addition, the company operates cellular antennas at the Mevo Horon, Kedumim, and Rimonim settlement Industrial Zones in the West Bank, and the Atarot Industrial Zone in East Jerusalem. 

Services to Checkpoints 

Additionally, the company operates cellular antennas at the Hizma checkpoint and the Allenby Bridge Crossing in the occupied West Bank and, which is the only access for West Bank Palestinian residents to travel abroad and is controlled by Israel. 

Branches in Occupied East Jerusalem 

Altice’s fully owned subsidiary, Hot Mobile, operates three service and sales centers in occupied East Jerusalem, including in the settlement neighborhood of Pisgat Zeev.

Palestinian Captive Market

The company benefits from the structural advantages of Israeli cellular service providers over Palestinian service providers in the Palestinian market. The company operates two sales and customer service centers in Palestinian neighborhoods in occupied East Jerusalem, where Palestinian cellular companies are permitted to operate, creating a captive market. 

Services to the Israeli Military 

Altice’s fully owned subsidiary, Hot Mobile, previously provided services to the Israeli Coordinator of Government Activities in the Territories (COGAT). Between 2015 and 2017, the company provided communication services to the Israeli Coordinator of Government Activities in the Territories (COGAT) in a total amount of NIS 228,959. 

In 2014, during the Israeli military onslaught on Gaza, the company operated a mobile service vehicle for cellular devices in combat zones for soldiers fighting in Gaza. The vehicle provided field repairs and charging services for mobile devices in soldiers' conference areas near the Gaza border.

Between 2005 and 2011, the company was the exclusive provider of cellular phone services to the Israeli military. During this time, it was reported that the company had at least 200 antennas set inside military bases of the Israeli army. 

Additionally, the company provides cellular service packages to members of the “IDF Workers' Organization”.

Services to the Israel Police 

Between 2019 and 2020, Hot Mobile provided services to the Israel Police in a total amount of NIS 135,988. 

Between 2013 and 2018, the company was the sole supplier of Push to Talk (PTT) devices for the Israel Police. Between 2013 and 2015, the company was contracted to supply the device for NIS 400,000, and between 2016 and 2018, for NIS 1,200,000. 

Services to the Israel Prison Service 

Between 2015 and 2018, Hot Mobile provided communication services to the Israel Prison Services (IPS) for a total amount of NIS 2,269,392.

Jerusalem Light Rail 

Previously, Hot Mobile (formerly known as Mirs) operated the communication network installed on the Jerusalem Light Rail's motor coaches.
