Services to Settlements
The company’s subsidiary Electra Afikim operates public transport lines in service of settlements in the occupied West Bank and East Jerusalem.
The company operates bus lines in the Surrounding Jerusalem cluster, which includes Ma’ale Adumim settlement cluster and Givat Ze’ev settlement cluster, and the Gush Etzion settlements cluster, connecting them to Jerusalem. Company’s bus lines include services to the settlements of Binyamin Regional Council and the Gush Etzion settlements cluster in the occupied West Bank, including Kiryat Arba, Ariel, Ma’ale Adumim, Alon Shvut, Givat Ze’ev, Efrat, Beitar Illit; and Pisgat Ze’ev settlement neighborhood in occupied East Jerusalem.
Electra Afikim operates a branch office in the settlement of Migdal Oz in the occupied West Bank. The company also operates service centers in the settlements of
: Ma’ale Adumim, Givat Ze’ev, Kiryat Arba and Gush Etzion.
In 2022, Electra Afikim provided shuttle and transportation services for the Ministry of National Security for NIS 5,568.
In 2021, the company provided transportation services for wardens for six months for NIS 197,206. The service included transportation in the surrounding Jerusalem area and Ma’ale Adumim settlement area in the occupied West Bank.
In 2019, the company provided shuttle services for the Israeli Prison Services (IPS) for NIS 11,839.
The Jerusalem Light Rail
In March 2023, Electra’s subsidiary Electra Infrastructures Ltd. won the tender for earthworks and the construction of the underground section of the Jerusalem light Rail (JLR) Blue Line for NIS 620 million.
The JLR network connects large settlement blocks in occupied East Jerusalem to the center of the city and its western side, creating territorial continuity and easing settler movement on both sides of the Green Line.
The Blue Line is to be the third and longest main axis of the JLR network. Its route stretches 31 km from Ramot and Ramat Eshkol settlement neighborhoods in the north, to Gilo settlement neighborhood in the south with 53 stations and a depot and maintenance facility in Ramot settlement neighborhood. The line is scheduled to begin operations in 2028.
According to the terms of the tender, published by Moriah Jerusalem Development Corporation, Electra will carry out works for the construction of the Blue Line underground section which will comprise a 2.2 kilometer tunnel and includes tunnel mining, earthworks, paving and development. The total scope of the works to be carried out by Electra amounts to approximately NIS 620 million, and they will be spread over a period of 58 months.

Construction on Occupied Land
The French Hill tunnel project
In August 2020, Electra Infrastructure, won a 470 million NIS tender, published by Moriah Jerusalem Development Corporation, for the construction of road infrastructure and tunnels in the French Hill in occupied East Jerusalem. The project includes the construction of four huge tunnels in the total length of 4.5 kilometers.
The tunnels will enable continuous travel from Ma'ale Adumim settlement and its surrounding area to Jerusalem and will facilitate the travel from Jerusalem to the Pisgat Ze'ev settlement area, and connect the settlement to Road 1. The tunnel network includes technical rooms for the installation of electro-mechanical systems used to operate the tunnels and as a necessary safety measure. In June 2021, the subsidiary Electra TAAMAL won a tender to supply and construct a vertical electric ladder for the Katzrin Local Council in the occupied Syrian Golan.
In April 2021, the company’s subsidiary Electra Elco won a tender published by Moriah Jerusalem Development Corporation to supply and construct electricity, lighting, communication, control, air conditioning, electric signage, traffic lights, water and other works In Road 60, stretching from Rosmarine Junction until Husan Junction in the occupied West Bank.
In March 2021, the subsidiary Electra FM won a tender for the operation and maintenance of a building for the Mateh Binyamin Regional Council in the occupied West Bank.
Og wastewater treatment facility
In 2019, Electra Infrastructure won a tender to be the main contractor in a project for the Og wastewater treatment facility, located near Nabi Musa in the occupied West Bank.
The facility will treat sewage coming from north East Jerusalem and from the settlements of the Mateh Binyamin settlement regional council and from the settlement of Ma'ale Adumim in the occupied West Bank. The treated wastewater will be used for irrigation of date tree plantations and agriculture in settlements in the Jordan Valley in the occupied West Bank.
The project executed by Electra included the construction of sewage collectors at a total length of about 40 km from the Jerusalem area to the Og facility, establishment of a pre-treatment facility for wastewater in the Jerusalem area, establishment of a sewage collection, construction of a 1.3 km infrastructure tunnel, and expansion and upgrade of the Og facility’s capacity from 24,000 MKI to 110,000 MKI.
In March 2020, a sign listing Electra Infrastructure as the executing company for the waste collection line in the Kidron Basin was documented in the Horkanya Valley in the occupied West Bank.
Services to Ariel University
In 2019, the company’s subsidiary FK Electra was contracted to provide maintenance services for generators in the Ariel University in the settlement of Ariel in the occupied West Bank. In 2017, Electra Elevators, a fully owned subsidiary, won a tender to supply and maintain elevators for the Ariel University.
Services to the Israeli Ministry of Defense (IMOD)
City of Training Bases (Camp Ariel Sharon)
In 2017, Electra won a tender from the Israeli Ministry of Defense (IMOD) to build the Israeli military’s training campus, Camp Ariel Sharon (also known as Bahadim City) in the Naqab (Negev) region for an estimated sum of NIS 330 million. The campus is a complex of military bases stretched on 250,000 square meters.
In 2012, the company’s subsidiary, Mabat Langegv Ltd., signed a concession agreement with the IMOD for the financing, planning, construction, operation and maintenance of the military’s training camp in the Naqab. Electra Concessions is responsible for financing, planning, operation and maintenance for 25 years.
The construction of the project began in June 2012 and lasted for about 4 years in a budget of US$ 100 million. In 2017 the project was approved for full operation. The training complex is 250,000 square meters built area on 2,600 dunams, and includes 120 buildings.
As of December 31, 2022, Electra holds 14.3% in the franchise company that operates the project’s financing, planning, construction, management, and maintenance for 25 years; 30% in the contractor company; and 25.19% in the operating company.
Services to the Israel Police
Police training center
Electra constructed the Israeli Police training complex for the certification and training of police officers, as part of the Israel Police National Campus inaugurated at the end of 2014.
The company installed AC systems, electricity, plumbing and communication infrastructures, underground infrastructures for sewage systems, drainage, electricity, communication, water and outdoor lighting in the budget of NIS 140 million. The training complex includes 60,000 square meters of buildings built on an area of 230 dunams, and includes: class rooms, shooting ranges, a stable, a kennel, a fitness and sports complex, a training center and more. The complex also includes 240 residential units that can house up to 1,000 cadets.
In April 2022, Electra was contracted by the Israel Police for procurement, supply, installation and maintenance of a central air conditioning system including a control system for a server farm at the Border Police headquarters base.
In April 2022, the company was contracted by the Israel Police for preparation of infrastructure for the installation and operation of a diesel generator at Israel Police facilities.
Services to the Israel Prison Service (IPS)
In May 2023, the company’s fully owned subsidiary, Electra FM, was contracted by the IPS for providing AC in the Tel Aviv District Court parking lot for NIS 230,687.
In February 2022, Electra’s fully owned subsidiary, P.K. Electra, was contracted by the IPS for supply, installation and operation of a diesel generator system in Israel Prison Service facilities.
In 2022, the group’s fully owned subsidiary Electra FM was contracted by the IPS to provide fire extinguishers to a district courthouse in the city of Ramle for NIS 34,515.
In 2019, the company was contracted by the IPS to provide half-yearly service for sprinkler and pump systems for NIS 115,444, and for repair and spare parts service for sprinkler systems for NIS 48,721.
Tel Aviv Jerusalem Fast Train (A1)
In February 2015, Electra and Electra Infrastructure won a tender for the construction and maintenance of the track and electronic systems of the A1 train.
The A1 train route crosses the Green Line into the occupied West Bank in two areas, using occupied Palestinian land, some of it privately owned, for an Israeli transportation project aimed exclusively for Israelis.
The project included laying 46 kilometers of track, setting up electromechanical systems that support railway operation, management and integration. The maintenance services included in the contract will be provided by the consortium for a period of 10 years.

Additionally, Electra’s fully owned subsidiary Megason provided security solutions at several Elbit Systems sites. The project included installation of security infrastructure, CCTV, control desks, turnstiles and entrance gates, controlled doors, fixed external/internal cameras, VMD systems, A.A. detectors and microwave sensors for perimeter protection
Electra provided security measures for Motorola Solutions sites throughout Israel. This included installation of an entrance control system, CCTV with NVR recording systems, intercom system, turnstiles, controlled entrances and control systems.
Electra Infrastructure built vehicle tunnels near a road next to the settlement of Nili.
Ben Hasharon, a now inactive partial subsidiary of the company (80%), has executed the planning and physical development of the expansion of the southern section of the Barkan settlement industrial zone for the Samaria Development Co. Ben Hasharon erected infrastructure, paved roads and conducted large-scale quarrying in the Barkan stone quarry.
In 2011, Electra Construction, a fully owned subsidiary of Electra, built 141 housing units in the settlement neighborhood of Har Homa (Homat Shmuel) in occupied East Jerusalem. Also in 2011, the company built 52 housing units is the settlement of Ma’ale Adumim, taking over 7,250 square meters of Palestinian land.
In 2008, Electra Technologies, won a tender to securitize water facilities for the Mateh Binyamin settlement regional council in the West Bank. The 3 million NIS project includes fences, electronic security, CCTV, MARCH digital recording system and RISCO intrusion detection systems and command and control center.
In 2008, the company supplied generators for the Irtah checkpoint (Sha’ar Ephraim) in the occupied West Bank. It also supplied generators to the Israeli military during Israel’s 2014 military assault on Gaza.
Electra Projects, formerly Electra Katzenstein (Electra’s subsidiary liquidated due to a merger) operated a 4,780 square meters factory in the Barkan settlement industrial zone in the occupied West Bank.
