Motorola Solutions, Inc. is an American provider of communication products, video equipment, telecommunications equipment, software, systems and services. The company provides products, services and technological solutions for military and security agencies which include Converged Information Security Management, Communications Command & Control, Mobile Radio Systems & Devices, Broadband LTE Systems and Devices, Cybersecurity Services & Products and Alarm Systems.

Motorola Solutions works closely with the Israeli military and defense establishment. 

Services to the Israeli Military 

The company is the sole supplier of the Israeli military's independent cellular network and its specialized smartphone devices, which provide the military with an independent, closed and secure network to allow unique encrypted communication abilities.

Military Cellular network 

Motorola Solutions is the sole supplier of the 4G military cellular network for the Israeli military.  

In 2014, Motorola signed a sole supplier contract with the Israeli Ministry of Defense (IMOD) to establish a fourth-generation cellular network for the Israeli military.

The "Military Cellular" project replaced the previous TETRA technology based military wireless telephony system developed by Motorola, the "Mountain Rose" system, with a system based on civilian standards in 4th cellular technology (LTE).

Mountain Rose 

Motorola developed and provided the Israeli military’s first military wireless telephony system. 

In 2000, Motorola Israel won a tender to establish an encrypted cellular network for the Israeli military. In 2004, Motorola completed the establishment of the network, which was named "Mountain Rose", with an investment of approximately US$ 100 million. 

The network, which was the first of its kind in the world, included a protection and encryption system developed by the military and is not linked with civilian communication networks. As part of the project, Motorola provided several thousand cellular devices to commanders in the operational units in the military. The system was a specifically designed mobile system for field conditions and used by Israeli soldiers in the occupied West Bank. 

Mountain Rose was based on the TETRA standard, which was designed to provide a wireless radio communication solution for governments and military entities, and its main function was encrypted group walkie-talkie calls for the Israeli military. 

4G Cellular Network

In 2014, the IMOD signed a follow-up agreement with Motorola, under a sole supplier contract to establish a fourth generation (4G) cellular network. Motorola performed the integration work and incorporated the encryption components. Motorola selected Ericsson to establish the network core and Partner Communications to provide the radio communications backbone for the military network.

In April 2021, the IMOD published a Request for Information (RFI) prior to a tender to establish a fifth-generation cellular network for the Israeli military. Motorola Solutions contacted the IMOD and demanded that the request be withdrawn. Following its appeal, the ministry withdrew the application. According to media publications, Motorola offered the military a sole supplier agreement in exchange for NIS 1.5 billion over a long period. 

Military Smartphone 

Motorola Solutions is the supplier of the Israeli military encrypted smartphone devices. 

Motorola Solutions Israel supplies the Israeli military with the Lex M20 smartphones, manufactured by Motorola, adapted to the military's operational needs. Motorola smartphones are used by all branches of the Israeli military, according to their operational needs, and can communicate with most of the military's communications systems. The smartphone is connected to Partner's cellular infrastructure. 

In January 2014, Motorola Solutions was contracted by the IMOD to supply the Israeli military and security forces with the first Israeli military encrypted smartphone and to provide support and maintenance for the network and devices for a period of 15 years for US$ 100 million. The new military cellular devices were integrated alongside the "Mountain Rose" system until it was replaced in 2018.

In 2017, the military inaugurated the first smartphones for use by units in the field, and they have been in use since 2018. 

The Motorola Lex M20 smartphones have a 4th generation (4G) system with a secure and encrypted infrastructure, and a wide variety of built-in applications adapted to the operational needs of each military department. They allow work on military systems from the field over a secure network, without connection to an external network. At the time, it was the only smartphone in Israel that could make Voice over Long-Term Evolution (VoLTE) calls on the 4G infrastructure, a capability that did not yet exist in civilian smartphones.

The smartphones allow encrypted calls, sending encrypted emails, transferring digital media, navigation capabilities, and even managing a diary. The devices allow soldiers in the field to text, take pictures, talk on the phone with each other and even with the pilot above them. For example, the devices allow a pilot to talk to the Navy captain using the cell phone and both can see the same media at the same time. The smartphones have an interface identical to Android, which includes widgets and a military-developed GPS. 

The device interface and encrypted operating system were developed by the Israeli military ICT and Cyber Defense Division "Maof" department to adapt to the needs of soldiers in the field while maintaining optimal information security. The department is also responsible for developing communication and network systems, developing means in the field of satellite communications, cellular communications, control posts, intelligence systems, and many classified systems.

Gaza 

Motorola’s 4G military cellular network and smartphones devices have been used by the Israeli military during the ongoing Israeli military operation and the invasion of Gaza. 

Since October 2023, with the Israeli invasion of Gaza, the Israeli military has expanded the coverage of its independent cellular network, supplied by Motorola, to the Gaza Strip area. According to publications in Israeli media from December 2023, the Motorola smartphone devices have been used by the Israeli military in fighting inside the Gaza Strip. 

The devices were used by soldiers inside the Gaza Strip during the fighting to communicate with each other in an encrypted manner from different locations. They were also used by soldiers for personal calls made from within the Gaza Strip. The devices allowed department and company commanders to communicate in an encrypted manner, to send messages, files, and encrypted emails from the battlefield, and soldiers in Gaza to text, take pictures, and even talk with the pilot above them, for improving combat effectiveness on the battlefield. 

Between October 2023 and December 2023, the number of these devices used by the Israeli military doubled. 

Services to the Israeli Civil Administration in the West Bank 

Motorola Solutions has provided equipment to the Israeli Civil Administration (ICA) in the West Bank located in the settlement of Beit El. 

In October 2023, the company provided the ICA with equipment for the ICA Population Registry for NIS 15,267.55. 

In January 2021, the company provided the ICA with walkie-talkies for NIS 24,749.83. 

In September 2019, the company provided the ICA with walkie-talkies for the Central Supervision Unit for NIS 60,644.61. The ICA Central Supervision Unit is responsible for applying Israeli military law enforcement and security legislation in Area C in the occupied West Bank.  The unit is tasked with preserving expropriated state lands and military zones, disconnecting illegal water connections, and land expropriation.

Additional Services

In December 2021, Who Profits documented the presence of a camera designed by Motorola's subsidiary, Avigilon, in the Cave of the Patriarch in Hebron, in use by the Israeli military.

Portable Sirens System

The company manufactured portable siren systems for the Israeli military. In 2014, several months following the Israeli military attack on Gaza, the military began the purchase of hundreds of portable sirens manufactured by Motorola Systems, developed by the Israeli military Home Front Command and ICT Corps. 

Checkpoints

Zramim System 

Motorola Solutions Israel is the developer and establisher of the "Zramim" System which is deployed in checkpoints in the occupied West Bank. 

The Zramim System is used to issue a driver card to coordinate Palestinian truck drivers' entry to Israeli checkpoints in the occupied West Bank. The system is deployed at the Tarkumiye (Tarqumiyah), Gilboa (Jalamah), and Sha'ar Ephraim (Irtah) checkpoints, which are used for the transfer of goods.

The system, presented in 2020 by the Israeli Ministry of Defense Crossing Authority, is for Palestinian drivers, merchants and transport companies who must register their personal information in the system. Palestinian drivers are required to provide official personal documentation and have their photo taken in order to issue the card in the system. 

According to a response from the Israeli Ministry of Defense (IMOD) received in June 2024 to a Freedom of Information request submitted by Who Profits, in 2019, Motorola Solutions Israel won a tender to develop and establish the system for the IMOD Crossing Authority. As part of the agreement, the company was required to provide both the software and hardware, including all end-system equipment required to operate the system. 

Distress Systems for Checkpoints 

Between 2009 and 2014, Motorola Solutions Israel provided the Israel Police with Distress Systems for checkpoints in the occupied West Bank and East Jerusalem, including Checkpoint 300 (Rachel), Qalandiya Checkpoint, and A-Zaytoun (Zeitim) Checkpoint. 

The system sends distress alerts from checkpoints via transmitters and satellite to radios and computerized distress centers adapted with dedicated Motorola equipment, installed and maintained by the company over the years.

Between 2009 and 2014, Motorola Solutions Israel was the exclusive developer and manufacturer of communication and distress systems deployed at Israeli checkpoints in the occupied West Bank and East Jerusalem, and the Israel Police headquarters in the Old City of Jerusalem. These include the Bethlehem (Checkpoint 300/Rachel), Qalandiya (Atarot), and a-Za'ayyem (Zeitim) checkpoints, operated by the Israel Police, and the Jerusalem District Police facilities in occupied East Jerusalem, including the Israel Police David District headquarters in the Kishle compound in the Old City. The company also provided the systems for the Jerusalem District Police facilities in occupied East Jerusalem, including the Israel Police David District headquarters in the Kishle compound in the Old City. 

The company was the sole supplier of the systems and provided unique management software, VHF radios, and an operation application. The systems alert via relays and satellite to radios and computerized distress system centers adapted to the system, operated with dedicated Motorola equipment installed and maintained by the company over the years. 

In January 2014, the company was contracted by the Israel Police, with an exemption from tender, to provide maintenance of distress systems in checkpoints until the end of December 2014 for NIS 138,000. In 2013, the company was contracted by the Israel Police to provide these services for NIS 134,000. In 2012, the company was contracted by the Israel Police to provide these services for NIS 131,000. In 2011, the company was contracted by the Israel Police to provide these services for NIS 115,000. In October 2009, the company was contracted by the Israel Police, with an exemption from tender, to provide these services until the end of December 2010 for NIS 132,763.

Allenby Crossing 

In 2024, the company was contracted by the Population and Immigration Authority to provide shielding for communication rooms in Allenby Bridge Crossing for NIS 30,308. The Allenby Bridge crossing, which is under the control of Israeli authorities, is the only access for West Bank residents to travel abroad.

The Israeli Military Intelligence Campus in the Naqab

In 2022, Motorola Solutions Israel was selected as a subcontractor to establish, operate and maintain the ICT communications system for the Israeli military Intelligence campus “Kiryat Hamodi’in” in the Naqab. 

The Campus will host the military’s Intelligence operations and house about 12,000 soldiers and officers of the Intelligence, Cyber and Technology units, as well as the headquarters units of the Intelligence Division. The project, led by Shikun and Binui, is carried out in accordance with the special requirements of the military’s Intelligence Corps using advanced technologies. 

Services to Settlements 

Population and Immigration Authority 

The company provides equipment and services to the Population and Immigration Authority offices located in settlements in the occupied West Bank. 

In March 2021, the company won a tender from the Population and Immigration Authority to provide supply, installation and maintenance of technological security systems, maintenance of existing systems and provision of patrol and hotline services at the Authority’s offices. In April 2024, the Authority extended Motorola’s contract until April 2025 for NIS 1,755,000.

In 2023, the company provided an addition to the access control system for the Population and Immigration Authority office in the settlement of Beitar Illit for NIS 10,519. Also in 2023, the company installed a biometrically controlled door for the Authority’s office in the settlement of Ariel for NIS 3,161. 

In 2022, the company provided protection systems for the Authority’s office in the settlement of Sha’ar Binyamin for NIS 71,237. Also in 2022, the company provided protection of a new office for the Authority in the settlement of Beitar Illit for NIS 63,179. Also in 2022, the company provided protection for a new office for the Authority in the settlement of Beitar Illit in the occupied West Bank for NIS 63,179.

In 2021, the company provided the Authority with a low voltage system for the settlement of Ariel for NIS 34,125. 

Ariel Industrial Zone

In 2023, the Ariel Economic Company issued a tender for the supply, installation, operation, and maintenance of a technological protection system and perimeter security cameras at the Ariel Industrial Park Industrial Zone. The tender includes integration and interface to an existing central Motorola Command and Control system installed at the Ariel settlement Municipality headquarters. 

The Ariel Industrial Zone stretches over 850,000 square meters of land, of which about 650,000 square meters are occupied by factories. 

Services to Settlement Authorities 

In April 2021, Motorola Solutions won a tender from the settlement of Ariel municipality for the supply, installation and maintenance of technological security systems for NIS 300,000. According to a tender for a Protection Project for the Ariel Industrial Zone published in June 2023, a Motorola Command and Control system is installed at the Ariel Municipality security center. In 2018, the company won a tender for the provision of physical and technological security measures for the Ariel settlement municipality.

According to its website, the Jordan Valley Regional Council is using Motorola’s command and control system, Avigilon camera manager, Motobridge communication software, LPR cameras, buses cameras software and Motorola Events Calendar. The regional council includes over 20 Israeli settlements in the Jordan Valley in the occupied West Bank.

In 2019, Motorola Solutions Israel won a tender for the provision and operation of remote communication system for the Mateh Binyamin settlement regional council and the settlement of Modi'in Ilit in the occupied West Bank. Mateh Binyamin Regional Council which has 47 Israeli settlements and outposts under its authority in the occupied West Bank. 

In 2018, the company won a tender for the provision of technological security measures for the Kiryat Arba settlement regional council.

In 2016, the Efrat settlement local council allocated NIS 170,000 for the purchase of radio systems from the company.

The Jerusalem Light Rail

In 2022, Motorola Solutions was contracted to provide security cameras and entrance control project for the Jerusalem Light Rail’s Green Line. The project included thousands of cameras and video management systems to be deployed along the line’s route.

The Jerusalem Light Rail (JLR) network is a large-scale Israeli transport infrastructure project connecting large settlement blocks in occupied East Jerusalem to the center of the city and its western side, creating territorial continuity and easing settler movement on both sides of the Green Line. The JLR Green Line route connects the Gilo settlement neighborhood in East Jerusalem to Mt. Scopus, passing through the city center and the settlement neighborhoods of Ramat Eshkol, Ma’alot Dafna and French Hill, with 17 stops in settlement neighborhoods.

Surveillance in Jerusalem 

The company provides technological response to security, safety, and traffic control, including installation and operation of Command-and-Control systems for the Jerusalem Municipality's security system. The system is based on Motorola's MotoClock software and manages all security components in the city. 

The company has been chosen to lead a project that includes thousands of security cameras deployed throughout the city, equipped with artificial intelligence and analytics abilities that can search for a person or vehicle based on identifying marks. Motorola cameras are deployed throughout the city, including in East Jerusalem. 

In May 2021, the company was awarded a tender from the Jerusalem Municipality for the supply, installation and maintenance of security components in municipal institutions and facilities and in public spaces.

MotoEagle Wide Area Surveillance System

Motorola Solutions Israel has provided the IMOD with a Wide Area Surveillance System (WASS), known as MotoEagle since 2005 in a NIS 400 million project. The system was documented in Israeli settlements in the West Bank and in the separation wall apparatus.

The radar detectors’ system was installed in dozens of Israeli settlements and outposts in the West Bank, including Hebron, Karmei Tzur, Bracha, Tekoa, Otniel, Beit Hagai, Eli, Rehelim, Kfar Tapuach, Elon More, Talmon and Shilo. The system was documented in 2016 in the settlements of Tekoa and Nokdim in the occupied West Bank, and in 2015 in the settlements of Shilo and Eli in the occupied West Bank. In some cases, the radar stations were erected on private Palestinian land, preventing Palestinian movement.

The system was also used in the Separation Wall complex, in the wall around Gaza, and in military bases and includes radars and cameras to detect human movement.

Services to the Israel Police and the Ministry of National Security

Nitzan Communication System 

Motorola Solutions is the sole supplier for the Israel Police's digital national communication system "Nitzan".

In 2008, the Israel Police contracted Motorola Solutions Israel to establish a digital communications system. The system, developed by Motorola Solutions and the Israel Police, serves as the national communications system that constitutes a central means of command and control of the Israel Police.

Motorola has been the sole supplier for the establishment, installation and maintenance of the Nitzan System. The contract with Motorola included the establishment of the system infrastructure, its expansion from time to time according to the operational needs of the police, the implementation of software and hardware version updates, and ongoing and continuous maintenance of the main system. The company provides Motorola radios and the MotoBridge software developed by the company for operating the system. 

The system has been operated by the Israel Police since 2010 and serves as the operational communication system of the Israel Police. 

In 2010, the company was contracted in a separate tender to provide procurement and maintenance of radios and related accessories for the Nitzan System for a period of 10 years until February 2021. In March 2021, the contract was extended until May 2022 with a scope of NIS 12,000,000. In June 2021, the company was contracted by the Israeli Police, with an exemption from tender, for maintenance, upgrade and expansion of Nitzan System until March 2022 for NIS 31,333,333. In January 2022, the contract was extended until May 2024 with a scope of NIS 24,000,000. 

In July 2023, the company was contracted to provide 650 end-user units, accompanying equipment for existing devices, and device maintenance for NIS 20,000,000. In October 2023, the contract was extended for additional purchase of unique terminal units in the amount of NIS 4,600,000. In November 2023, the company was contracted to supply additional end-user units for the Nitzan System in the amount of NIS 7,007,000 to meet the security needs of the police due to the Israeli military's activities in Gaza. The contract exemption documents published were classified so as not to harm the operational activities of the police. In December 2023, the company was contracted, with an exemption from tender, to provide 650 Remote Terminal Units for cars for the Nitzan System by February 2024 for NIS 1,550,000.

In November 2024, the company was contracted by the Ministry of National Security - Israel Police to be the sole supplier of maintenance and procurement for the Nitzan System infrastructure from January 2025 until December 2026 for NIS 56,000,000. 

Pager Maintenance and Services 

Motorola Solutions provides pager maintenance and services to the Israel Police. 

In January 2024, the company was contracted by the Israel Police to provide maintenance and Pager services until December 2025 for NIS 2,000,000. 

In July 2023, the company was contracted as the sole supplier exempted from tender to provide maintenance and Pager services until December 2023 for NIS 235,000. Also in July 2023, Motorola Solutions Israel was contracted, with an exemption from tender, to provide pager service and maintenance until the end of December 2024 for NIS 1,020,000.

Nofar Radio Alert System 

The company provides procurement and maintenance for the Nofar system, a direct radio broadcast-based alert system operated through the infrastructure of the Beeper Communications company. 

In November 2023, the company was contracted by the Israel Police as a sole supplier with exemption from tender to provide procurement and maintenance for the Nofar System from November 2023 until November 2026 for NIS 100,000.

Additional Services to the Police 

In April 2024, the Israel Police announced its intention to contract Motorola, with an exemption from a tender, for the establishment of a new P25 communication network in the 400 MHz range within the framework of a sole supplier with Motorola. 

In November 2023, the company was contracted by the Israel Police for the purchase of operational equipment for 115,000 NIS. 

In 2023, the company was awarded a tender to provide procurement and supply of antennas of various types to the Israel Police. 

In January 2021, the company was contracted by the Israel Police, with an exemption from tender, to provide maintenance of communication system and equipment until December 2023 for NIS 140 million. Also in 2021, the company provided communication accessories to the Ministry of National Security for NIS 6,656. 

In 2019, the company was contracted, with an Exemption from tender, to provide PTT communication servers to the Israeli Police. Also in 2019, the company presented a new “smart” radio that combines radio communication and broadband cellular communication designed for police forces and used by the Israeli Police.

Between 2018 and 2015, the company provided the Ministry of National Security with security and safety services, software maintenance and consulting services, vehicle sensors, operational equipment, radio maintenance, technological equipment procurement, and communication accessories.

In 2013, a Motorola radio system was documented being used by the Israel Police Yasam Unit officers, a special patrol unit operating to disperse demonstrations, who arrested Palestinian protestors in Bab Al-Shams in E1 area in the occupied West Bank.

Services to Israel Prison Service 

For over a decade, Motorola Solutions Israel has been providing various equipment and services to the Israel Prison Service (IPS), including to Ofer Prison, an Israeli military incarceration facility and military court located in the occupied West Bank where Palestinian prisoners and administrative detainees are incarcerated, and Hadarim Detention Facility, where Palestinian administrative detainees are incarcerated. The company has also provided CCTV cameras, radios and other equipment for the Nachshon Unit, the IPS’ operational arm, responsible for the transport of prisoners, among them Palestinian political prisoners incarcerated in Israeli prisons.  

Ofer Prison 

In 2018, the company was contracted by the IPS to provide the erection of a mast and the relocation of a control room to Ofer Prison for NIS 60,185. In 2016, the company was contracted by the IPS to provide two distress devices for Ofer Prison for NIS 7,156. 

Hadarim Prison 

In 2018, the company was contracted to preform repairs for the reception of distress devices in Hadarim Prison for NIS 31,636. 

Nachshon Unit 

In March 2019, the company was contracted to install closed-circuit (CCTV) cameras in Nachshon Unit trucks for NIS 364,328. In July 2018, the company was contracted by the IPS to install CCTV cameras in Nachshon Unit trucks for NIS 364,328 and perform technological adjustment for Nachshon Unit trucks for NIS 63,040. In 2016, the company was contracted by the IPS to provide CCTV cameras for Nachshon Unit trucks for NIS 563,044. In 2015, Motorola was contracted by the IPS to supply lighting bridges for Nachshon Unit vehicles for NIS 118,588. Also in 2015, the company was contracted by the IPS to provide flashing lights for Nachshon Unit vehicles for NIS 10,021, and radios for the Nachshon Unit for NIS 9,702. 

In March 2022, Motorola Solutions Israel was contracted, with an exemption from tender, to provide maintenance for the IPS wireless system until 2025 for NIS 3,967,000. 

In April 2021, the company was contracted to provide the IPS with radio equipment for NIS 29,016. In February 2021, the company was contracted to provide the IPS with wireless and emergency systems maintenance for NIS 730,39, P.A system and lighting maintenance for NIS 140,400, and wireless and distress arrays repairs for NIS 10,000.   

In December 2019, the company was contracted by the IPS to provide repairs services for Motorola wireless and emergency systems for NIS 18,720, and maintainance of the IPS wireless network for NIS 1,095,586. In September 2019, the company was contracted by the IPS to provide batteries for walkie-talkies for NIS 89,479 and walkie -talkies for NIS 1,299. In August 2019, the company was contracted by the IPS to provide adjustments to the crisis centers for NIS 39,471, equipment for NIS 70,912, and follow up orders for NIS 230,339. In July 2019, the company was contracted by the IPS to provide equipment for communications and security for NIS 96,691, vehicle P.A systems for NIS 24,648, and audio system for NIS 4,411. In May 2019, the company was contracted by the IPS to provide batteries for Motorola radios for NIS 5,170. In April 2019, the company was contracted by the IPS to provide batteries and accumulators for NIS 150,927 and repairs P.A systems and lights installed in IPS vehicles for NIS 15,000. In March 2019, the company was contracted by the IPS to provide P.A systems for NIS 6,193 and equipment for vehicles for NIS 5,153. Also in 2019, the company provided the IPS with maintenance of wireless system for NIS 547,793.

In 2018, the company was contracted by the IPS to provide maintenance fees for approximately 800 MIRS devices for NIS 737,100, maintenance of technological means in IPS vehicles for NIS 105,300, repairs for Motorola wireless and emergency systems for NIS 199,414, maintenance of Motorola P.A system and lighting for NIS 187,200, batteries for Motorola GP140 radios for NIS 66,390, batteries for walkie-talkies and distress radios NIS 150,188, inspection of masts for all IPS units for NIS 93,024, P.A systems for electronic surveillance vehicles for NIS 18,264, P.A system for the Tzur Unit for NIS 22,885, and lights for behicle for NIS 15,496.

In November 2017, Motorola was contracted by the IPS to supply maintenance services for the wireless system at the IPS, including communication and distress equipment and the "Nitzan" wireless system, for NIS NIS 1,173,082. Additionally, in 2017, the company provided the IPS with audio, lighting, maintenance services and equipment, including for IPS patrol and escort vehicles, for NIS 426,366. 

In 2016, Motorola was contracted by the IPS to supply maintenance services for the wireless network at the IPS for NIS 1,208,116. Additionally, in 2016, the company provided the IPS with supply, installation, wiring and operation of P.A systems, emergency equipment, renovations, and maintenance of walkie-talkies and vehicle technology systems for NIS 1,090,385.

In 2015, the company was contracted to provide the IPS with equipment, audio systems, Installation and maintenance services, chargers, bridge lighting and lanterns, batteries, technician work, and repairs to the wireless system in all IPS units for NIS 1,301,289. 

In 2013, the company provided maintenance of distress and communication systems at the IPS for NIS 11,043,000. 

Tel-Aviv Jerusalem Train

In February 2012, Motorola Solutions Israel was awarded a tender for the installation of Internet access on 630 carriages and all train stations for Israel Railways. The contract included the A1 Tel-Aviv Jerusalem Fast Train line. The Tel Aviv Jerusalem Fast Train, also known as the A1 train, crosses the Green Line into the occupied West Bank in two areas, using occupied Palestinian land, some of it privately owned, for an Israeli transportation project aimed exclusively for Israelis.
