HOT’s fully owned subsidiary, Hot Mobile, holds a consolidated license from the Israeli Civil Administration (ICA) in the West Bank to provide Bezeq’s international telecommunication services, cellular telephone services, internet access services and network endpoint services in the occupied West Bank.
Additionally, HOT’s Limited Partnership, Hot Telecom LP, holds a license from the Israeli Civil Administration (ICA) in the West Bank to provide domestic landline services for the Israeli Telecommunication Corporation Bezeq in the occupied West Bank.
Cellular Infrastructure on Occupied Land
Through its Limited Partnership with Partner Communications, P.H.I. Networks (2015) LP, HOT operates 232 cellular antennas in the occupied West Bank, East Jerusalem and the Syrian Golan.
P.H.I. Networks was established by HOT and Partner to build and operate a cellular network and maintain cellular sites for the companies in a network sharing model.

Internet Services for Settlements
In January 2021 and January 2022, Hot Telecommunications Systems was contracted by the Israeli Ministry of Construction and Housing, Jerusalem District, for the planning, carrying out and relocation of communications infrastructures in public areas in the settlements of Efrat, Beit El, Beitar Illit, Givat Ze’ev, Geva Binyamin (Adam), Ma’ale Adumim, Ma’ale Efraim and Kiryat Arba in the occupied West Bank. The first contract, signed in January 2021, was valued at NIS 4 million.
IBC Unlimited
In 2020, HOT entered as a partner in IBC Unlimited LP venture for the deployment of fiber-optic internet across the occupied West Bank to provide high-speed internet for Israeli settlements. HOT invested approximately NIS 170 million in the project, which was jointly owned together with Cellcom and the Israel Electric Corporation (IEC).
Between 2021 and 2025, IBC Unlimited deployed fiber-optic internet infrastructure in the settlements of Givat Ze’ev, Ma’ale Adumim, Ariel, Beit Aryeh, Oranit, Revava, Barkan, Elkana, Alfei Menashe and Nofim in the occupied West Bank. In June 2025, HOT sold its holdings in the project.

HOT’s fully owned subsidiary, Hot Mobile (formerly known as Mirs), is an Israeli mobile communications company part of the HOT Group.
Services to Settlements
Hot Mobile operates three service and sales centers in occupied East Jerusalem, including in the settlement neighborhood of Pisgat Zeev.
In 2018 Hot Mobile won a tender to supply cellular devices to municipal employees in the settlement of Ma'ale Adumim in the occupied West Bank.
Palestinian Captive Market
Hot Mobile benefits from the structural advantages of Israeli cellular service providers over Palestinian service providers in the Palestinian market. The company operates two sales and customer service centers in Palestinian neighborhoods in occupied East Jerusalem, where Palestinian cellular companies are permitted to operate creating a captive market.

Hot Mobile provides cellular service packages to members of the “IDF Workers' Organization”.
In 2014, during the Israeli military onslaught on Gaza, Hot Mobile operated a mobile service vehicle for cellular devices in combat zones for soldiers fighting in Gaza. The vehicle provided field repairs and charging services for mobile devices in soldiers' assembly points near the Gaza border.
Between 2015 and 2017, the company provided communication services to the Israeli Coordinator of Government Activities in the Territories (COGAT) in a total amount of NIS 228,959.
Between 2005 and 2011, Hot Mobile was the exclusive provider of cellular phone services to the Israeli military. During this time, it was reported that the company had at least 200 antennas set inside military bases of the Israeli army.
