Oracle Corporation is an American multinational computer technology company. The company sells database software and cloud computing software and hardware. 

Oracle's core application software is a suite of enterprise software products, including enterprise resource planning (ERP), human capital management (HCM), customer relationship management (CRM), enterprise performance management (EPM), Customer Experience Commerce (CX Commerce) and supply chain management (SCM) software.

The company provides its software and database products to the Israeli Ministry of Defense, the Israeli military, the Air Force, the Israeli Civil Administration in the occupied West Bank, and the Israel Police. 

Oracle has a decades-long partnership with the Israeli defense establishment, which includes the development and implementation of projects for the military and security forces. 

Services to the Israeli Ministry of Defense 

Through its fully owned Israeli subsidiary, Oracle Israel, the company has developed and provides a variety of software and services to the Israeli Ministry of Defense (IMOD) and the Israeli military, including full licensing, version updates, software upgrades, maintenance of the company's products, support services and licenses for military use, including training bases.

In January 2024, Oracle's CEO met with the Israeli Minister of Defense and Prime Minister Netanyahu to discuss the provision of security assistance and opportunities in the fields of artificial intelligence and cloud computing. 

Between October 2023 and June 2024, the ministry received support and implementation services for Oracle products for NIS 250,000 from a third company. Between November 2023 and June 2024, the ministry received support services for Oracle products for NIS 250,000. 

Oracle technologies have been used by the IMOD, the military and other security agencies to respond to operational requirements, and to manage enormous types and volumes of data and information security threats. The company played an important role in promoting the military's ability to base its military activities on IT systems as a means of warfare for all purposes and provided the military with information security and data blending tools. Oracle databases and systems implemented in the military serve logistical, intelligence and operational aspects in the military. Among them are tools that enable data extraction for intelligence systems and shorter duration of operational and intelligence processes, and the extraction of information found in databases, which is transferred to the combat or logistical forces. These have enabled data transfer in real time to commanders in operational areas, while improving interoperability between forces fighting in the air, at sea and on land. 

In 2015, Oracle Israel renewed a licensing agreement with the IMOD worth NIS 140 million for the implementation of Oracle systems in the military and other security agencies for three years, for the sixth consecutive time. The agreement included full licensing, version updates, software upgrades, and maintenance of Oracle products, support services, and new licenses for use by the Israeli military, including in training bases. The agreement also entailed principles for strategic cooperation between the company and the defense establishment in the development and implementation of projects for the military and the security forces.

Oracle provided its Enterprise Resource Planning (ERP) system and Oracle Hyperion Enterprise Performance Management (EPM) software to the Israeli Military Intelligence Directorate. The Israeli military has an Oracle-based ERP system, which serves thousands of users within the Ministry and beyond. 

In 2013, the Israeli Military Intelligence Directorate launched a new version of the Oracle cloud-based system with an estimated scope of tens of millions of NIS. The system manages the Intelligence Directorate's financial and logistics system, performs all budget planning and monitoring, and interfaces with its administrative and operational systems. Additional Oracle ERP systems were implemented in the Israeli Air Force equipment fleet, in a large military intelligence unit, and in a third system whose details are confidential.

In February 2012, the Air Force implemented multiple Oracle Exadata database machines in its enterprise data warehouse and operational systems to improve operational effectiveness and processing and consolidation of large amounts of data in a project worth more than NIS 10 million. Oracle database machines enabled Air Force IT personnel to obtain faster performance, high-speed data scanning, data compression, and data access. 

In 2006, Oracle Israel signed a multi-year agreement with the IMOD to provide the Israeli military with databases and the Fusion middleware platform for an estimated amount of tens of millions of USD.

In 2003, the IMOD purchased Oracle e-commerce software for NIS 5 million. 

In 2001, Oracle Israel was awarded a tender for the supply and implementation of ERP system in the Ministry of Defense and the Israeli military worth over NIS 100 million for a period of five years with an option to extend. The tender, then considered the largest in scope to date, included the implementation of Oracle Applications system in the various units of the Air Force, the Ministry of Defense and the Israeli Ground Forces. 

In addition, in 2001, Oracle Israel signed a strategic contract worth NIS 60 million with the Ministry of Defense, under which the company will supply the Israeli military with the company's infrastructure products for a period of 3 years, which will be used as a basis for developing applications in all of the military's computing units. 

Services to the Israeli Civil Administration in the West Bank

Oracle Israel is providing servers to the Israeli Civil Administration in the occupied West Bank, including servers for a system used to monitor "illegal construction."

The Israeli Civil Administration (ICA), headquartered in the settlement of Beit El, carries out extensive demolitions of Palestinian homes and infrastructure in the occupied West Bank on the grounds of "illegal construction", while enforcing restrictions on any Palestinian construction or development in Area C. About 95% of Palestinian building permit applications in Area C are rejected by the ICA. 

In October and November 2024, the ICA issued two tenders for Oracle server support and maintenance services for the monitoring system. The technical specifications of the system indicate Oracle's fully owned subsidiary, Sun Microsystems, is the manufacturer. In addition, the tenders require the bidding suppliers to be an authorized Oracle Israel supplier and to meet the technical requirements for managing Oracle database servers. According to the tender documents, the system servers are located in a military environment, and within a military base in the Jerusalem area. 

In November 2021, the military Coordinator of Government Activities in the Territories issued a contract for hardware and software maintenance of Oracle servers for the ICA for the period from December 2021 to the end of December 2022. 

Collaborations with the Israeli Military 

In January 2024, amid the military invasion of Gaza, the company donated 7 tons of auxiliary equipment worth more than half a million USD (approximately NIS 2 million) that it purchased for soldiers in several elite units operating in the Gaza Strip. The donation included 500 kits containing advanced equipment such as telescopic sights, gloves, eye shields, knee pads, headlamps, light sticks, and more, which were purchased by the company in the United States. 

In February 2024, Oracle Israel hosted a hackathon for the Israeli military Computer and IT Directorate (ICT and Cyber Defense Division). 

In 2018, the company hosted a two-day hackathon for soldiers at Oracle offices, during which the soldiers experimented with Oracle's cloud services with training and advice from company experts. 

Services to the Population and Immigration Authority

Oracle Israel provides the Population and Immigration Authority with a database and software and is the sole supplier for their licensing.

Oracle software and database are present in all of the Authority's computer systems and are integrated into the Authority's system applications, which depend on the company's database. 

Rotem-Reut System

These include a border control system deployed in Israeli checkpoints and a permit issuing system used for Palestinian workers. 

Rotem-Reut is a border control data collection computerized system deployed at Israeli internal and international border crossings, including Israeli checkpoints in the occupied West Bank and East Jerusalem, and Allenby Bridge Crossing in the occupied West Bank and, which is the only access for West Bank Palestinian residents to travel abroad and is controlled by Israel. According to a response to a Freedom of Information request submitted by Who Profits and received in May 2021, the system has an interface with other systems and bodies, among others with the Israeli Civil Administration (ICA) in the West Bank, the Israeli military, the Israel Police and the Israel Prison Service. The system is deployed at 25 border crossings and at 20 different government ministries. 

Since 2006, the Rotem-Reut system has been based on the Oracle 11.2 database, which is integrated into the system applications in a structured manner. Oracle Israel provided consulting, support, and maintenance services for the database within the system. Oracle Israel provides the Authority with Oracle licenses for Rotem system server farms, including licenses for Oracle Business Standard Edition, Oracle Forms and Reports, Oracle Database Enterprise Edition, Oracle Real Application Cluster, and Oracle Partitioning.

By November 2023, the Population and Immigration Authority had purchased over 380 Oracle licenses of various types for the computer systems of the Authority's Digital and Information Technologies Division, for the central servers and workstations.

Oracle Israel also provides licenses for the Authority's “Matash” System, which is used by the Employer Services Department to issue permits for employers to employ Palestinian workers in Israel. Such permits are required for Palestinian workers who work within Israel and in Israeli settlements, as part of Israel's oppressive permit regime. 

In November 2022, the Authority issued a contract with a third-party company to maintain Oracle licenses in the Reut and Matash systems until December 25, 2025. In 2022 and 2023, the Authority contracted with a third company to maintain Oracle licenses in the Rotem system. 

Between December 2022 and December 2023, Oracle Israel provided Oracle licenses to the Authority for NIS 1,258,323. 

Services to the Israel Police 

For over two decades, Oracle Israel has been providing the Israel Police with a database infrastructure that serves critical systems of the Israel Police. These systems were developed in accordance with Oracle databases and with dedicated code adapted to the infrastructure. 

In 2004, the company was contracted by the Israel Police for the purchase of licenses for the police's database infrastructure. Over the years, Oracle licenses have been purchased for the police's server farms and additional products worth more than NIS 1.5 million.

In August 2022, the company was contracted by the Israel Police as sole supplier to provide licenses, maintenance, support and upgrade services for Oracle products worth approximately NIS 880,000 from January 2023 until the end of December 2025. 

In May 2022, Oracle Israel was contracted by the Israel Police, with an exemption from tender, to provide maintenance for Oracle products until December 2025 for NIS 910,000.

Police Hackathon 

In December 2018, Oracle Israel organized and hosted an innovation marathon event to develop a smart police station in collaboration with the Israel Police. Oracle Israel provided cloud services for developers, makers, designers, and entrepreneurs to collaborate with police and security forces experts in developing ideas for technological solutions to transform police stations into autonomous stations. The event was held over two days at the company's offices.
