Sturm, Ruger & Co. is an American publicly traded manufacturer of firearms - rifles, pistols, revolvers. The Company primarily manufactures firearm products under the Ruger name and trademark. In addition, the Company manufactures lever-action rifles under the Marlin name and trademark.
Ruger rifles have been widely used by Israeli security forces against Palestinians as a crowd control weapon in the occupied West Bank, East Jerusalem, Gaza, as well as in Palestinian cities within the Green Line. Ruger rifles have been in use by the Israeli military, the Israel Police, the Border Police, and the Israel Prison Service.
Ruger rifles fire 0.22-inch caliber metal bullets, also known as ‘Two-Two’ bullets, that are used against Palestinians as a tool to disperse demonstrations, despite being lethal and causing serious injuries.
Over the years, several Palestinians in the occupied West Bank have died, and many have been severely injured after being shot by Israeli forces with Ruger rifles.
Israeli security forces have been using the Ruger 10/22 rifles fitted with telescopic sights and bipods, and since 2015, the SR-22 Ruger rifles. Ruger operators in the Israeli military (sometimes called `Rugerists’ or snipers) operate in various military units that take part in dispersing protests, making arrests, or invasions of Palestinian communities.
Ruger rifles have been used by Israeli forces in the occupied West Bank since the first Palestinian Intifada (uprising) in 1987. In 2015, the Israel Police began using Ruger sniper rifles against protesters in Palestinian neighborhoods in occupied East Jerusalem.Ruger rifles have also been used by Israeli forces during the Second Intifada in 2000, leading to the death of Palestinian protestors, some of them teenagers and children. Most of the incidents occurred in the Gaza Strip, near the previous Gush Katif settlements block and the city of Khan Yunis. According to the Israeli military itself, the firing of the Ruger against demonstrators was often done unnecessarily.
In April 2025, the Israeli Ministry of Defense issued a tender for the production and supply of bullets for the 0.22 Ruger sniper rifle.
Occupied West Bank and East Jerusalem
In 2023 and 2024, Israeli military, police, and border police forces used Ruger rifles against Palestinians in the Aqabat Jaber refugee camp, in the villages of Deir 'Ammar, Qibya and Ni’lin, and the Rachel's Tomb area near Bethlehem in the occupied West Bank; and in the Palestinian neighborhoods of At-Tur, Abu Tor, Issawiya, and the Shuafat refugee camp in occupied East Jerusalem.
On April 10, 2023, Palestinian boy Muhammad Fayez Bilhan was killed by Israeli soldiers during a military raid in the Aqabat Jaber Refugee Camp near Jericho in the occupied West Bank. According to the residents, Israeli forces fired Ruger rifles and live ammunition indiscriminately.
Between 2016 and 2022, Israeli security forces killed at least 12 Palestinians using Ruger rifles, some of them minors, in the occupied West Bank. In 2021 alone, eight Palestinians were killed by Israeli forces using Ruger semi-automatic rifles in the West Bank. At least four of them have been shot and killed between May and June 2021. In 2015, 14 Palestinians were killed in the West Bank by Ruger fire.
In 2022, Israeli forces used Ruger rifles in the al-Azza (Beit Jibrin) refugee camp, Jalazun refugee camp, Aqabat Jaber refugee camp, the village of Beita, and the cities of al-Bireh and Hebron in the occupied West Bank. On August 9, 2022, 15-year-old Momen Jaber was killed during a demonstration in Bab al-Zawiya checkpoint in Hebron, when Israeli soldiers shot Ruger rifles at demonstrators. On Friday, February 4, 2022, 13-year-old Abdel Rahman Issa Hamayel was shot with a Ruger bullet in his knee during a protest in the village of Beita.
In December 2022, it was reported that the Israel Police were using Ruger rifles inside the Al-Aqsa Mosque compound in occupied East Jerusalem.
Between May 2021 and February 2022, Ruger ammunition has been routinely used by the Israeli military to snipe demonstrators in weekly protests held in the village of Beita in the occupied West Bank in protest of the establishment of the Evyatar settlement outpost on the village’s lands. At least two Palestinian protestors were killed by Ruger fire in Beita.
Previously, Israeli forces shot protesters using Ruger rifles in the villages of Bil’in, Ni’lin, Budrus, Nabi Saleh, Turmusaya, al-Mughayyir, Jayyous, and the al-Aydah Refugee Camp in the occupied West Bank.
On December 4, 2020, 15-year-old Palestinian boy Ali Abu Alia was shot and killed by an Israeli Ruger sniper after he was shot in the abdomen near a protest in the village of al-Mugahyer in the West Bank.
In May 2017, 20-year-old Saba Nadel Abid was shot and killed by a Ruger during a protest in the village of Nabi Saleh in the West Bank.
In 2015, Israeli forces killed at least four Palestinians using Ruger rifles, including 12-year-old boy Abd a-Rahman Abdallah, who was shot in the chest with a Ruger 'Two-Two' bullet from a distance of about 150 meters away from soldiers during a protest at al-Aydah refugee camp near Bethlehem.
In 2009, Israeli security forces killed 14-year-old Izz a-Din al-Jamal and 36-year-old Aqel Sarur from the village of Ni’lin, and injured dozens more using Ruger 0.22 ammunition.
Gaza
In August 2021, the Israeli military used Ruger to snipe Palestinian protestors near the border surrounding the besieged Gaza, leaving dozens wounded in several incidents.
In February 2021, the Israeli military reportedly conducted Ruger fire training at a military camp in the Jordan Valley in the occupied West Bank as part of preparations for operational employment in the Gaza Division.

Between October and December 2019, 20 Palestinians were shot and injured by Ruger rifles by Israeli forces who fired at them without warning while trying to cross the fence in the occupied West Bank. All of them were construction workers employed in Israel, within the Green Line.

In May 2021, during the Palestinian May Uprising, Israeli Border Police used Ruger rifles against Palestinian holders of Israeli citizenship within the Green Line in at least two incidents. The incidents took place in the Palestinian town of Kafr Kanna and in the city of Lyd (Lod), where a 15-year-old Palestinian boy was shot in his leg by a Ruger rifle.

In March 2018, Sturm Rugers’ exclusive Israeli supplier, L.H.B. Ltd., was contracted by the Israel Police with an exemption from tender, to be the sole supplier for the purchase of spare parts, accessories and maintenance for the Ruger 0.22 rifle for NIS 150,000 until 2020.
In March 2018, the Israeli Police contracted Sturm Ruger's Israeli distributor, L.H.B Ltd., for the supply of Ruger parts for NIS 150,000.
