From May to June 2021, Palestinians in East Jerusalem, the West Bank, and within Israel took to the streets in protest against Israel’s ongoing occupation, dispossession, and repression of the Palestinians. The spark for this popular uprising were Israel’s policies of forced displacement in occupied East Jerusalem, particularly those aimed at Palestinian families in the Sheikh Jarrah neighborhood, together with attacks on the al-Aqsa mosque compound and Bab al Amood[1] — centers of Palestinian economic, political and cultural life in the city, as well as the brutal 11-day onslaught on besieged Gaza.[2]

In response, the Israeli government swiftly mobilized its security apparatus which acted with brutal force, leading to the deaths and injuries of many, as well as extensive mass arrests. For example, in the West Bank alone    26 Palestinians were killed and about 6,900 were injured between May 10^th and May 21^st.^[3] In Jerusalem, 840 Palestinians were injured during four days of protests in May.^[4] In particular, on May 7^t more than 170 Palestinians were injured as Israeli forces brutally stormed the al-Aqsa mosque compound to disperse worshippers and protesters.^[5]

In its suppression of Palestinian protests, Israel used lethal weaponry and heavily relied on so-called non-lethal crowd control weapons. For example, over 59 days in 2021 (between March 31^st - May 28^th), the Israeli police used about 6,885 stun grenades, 9,083 rubber coated bullets and 6,823 tear gas grenades in the vicinity of the Old City of Jerusalem alone.^[6]

As delineated in this update, Israel’s crowd control weapons can cause long term and life-changing injuries. While attending protests and making hospital visits in May 2021, the Who Profits team witnessed injuries caused by rubber bullets, many of which were fired at the upper body and head, causing people to lose their eyes and suffer concussions. As will be detailed below, some of this weaponry can be deadly, even though described as “non-lethal.”[7]

The events of May - June 2021 represent the ongoing reality of Israel’s violent repression of the Palestinian people, and their resistance to it. As detailed here, the form of repression described above is carried out with the help of Israeli and multinational companies manufacturing crowd control weapons, which reap enormous profits from their complicity with Israel's attack on Palestinian life and basic rights. Below, Who Profits profiles three of these companies—Combined Systems Inc. (SCI), Ordortec, and Ruger - who supply Israel's security apparatus with weapons such as tear gas, rubber bullets and so-called skunk water.

The profiles outlined here shed light on these companies supplying equipment to the Israeli security forces during and in the aftermath of the May - June 2021 mass Palestinian protests. The case of Odortec also exemplifies how, for the suppliers of Israel’s security apparatus, instances of repression are a marketing opportunity.^[8]

Prior to publication, Who Profits contacted all companies profiled as part of this update to share the information presented here and request a response. None were received.

ابتداءً من أيّار (مايو) وحتّى حزيران (يونيو) 2021، نزل الفلسطينيّون في كلٍّ من القدس الشرقيّة والضفة الغربيّة وفي داخل الحدود الإسرائيليّة، إلى الشّوارع للاحتجاج على استمرّار الاحتلال الإسرائيليّ، ونهب الشّعب الفلسطينيّ، وقمعه. تمثّلت شرارة هذه الهبّة الشّعبيّة في سياسات التهجير القسريّ التي تمارسها إسرائيل في شرقيّ القدس المحتلّ، ولا سيما تلك التي تستهدف العائلات الفلسطينيّة في حيّ الشّيخ جرّاح، إلى جانب الهجمات على الحرم القدسيّ وباب العامود- وهي مراكز الحياة الاقتصاديّة والسياسيّة والثقافيّة الفلسطينيّة في المدينة، إلى جانب الهجوم الوحشيّ على غزّة المحاصرة، والذي استمرّ مدة 11 يومًا [1]

ردًّا على ذلك، حشدت الحكومة الإسرائيليّة على وجه السّرعة أذرعها الأمنيّة التي تصرّفت بقوة وحشيّة، ما أدّى إلى مقتل وإصابة الكثيرين، إلى جانب الاعتقالات الجماعيّة واسعة النطاق. وعلى سبيل المثال، فقد قتل في الضفة الغربيّة وحدها 26 فلسطينيّا وأصيب نحو 6،900 آخرين بين 10 و21 أيّار (مايو).^[2] في القدس، أصيب 840 فلسطينيّا خلال أربعة أيام من الاحتجاجات في الشهر ذاته^[3] I فيما أصيب في السابع وحدهُ من ذلك الشهر أكثر من 170 فلسطينيّا بجرّاح، حينما قامت القوات الإسرائيليّة باقتحام حرم المسجد الأقصى لتفريق المصلين والمتظاهرين.^[4]

هذا، وقد استخدمت إسرائيل في قمعها للاحتجاجات الفلسطينيّة، أسلحة فتاكة، كما اعتمدت بشدة على ما يسمى الأسلحة غير القاتلة للسّيطرة على الحشود. وعلى سبيل المثال، استخدمت الشرطة الإسرائيليّة على مدار 59 يومًا سنة 2021 (بين 31 آذار- مارس و28 أيّار- مايو)، حوالي 6885 قنبلة صوتيّة، و9083 رصاصة مغلفة بالمطاط و6823 قنبلة غاز مسيّل للدموع في محيط البلدة القديمة في القدس وحدها.^[5]

وكما هو موضح في هذه الإحاطة، يمكن للأسلحة الإسرائيليّة للسّيطرة على الحشود أن تسبب إصابات دائمة ومن شأنها تغيير الحياة. لقد شهد طاقم "من يربح من الاحتلال" أثناء حضور المواجهات وزيارة المستشفيات في أيّار 2021، على إصابات متسببة عن الرصاص المطّاطيّ، الكثير منها أطلق تجاه الأجزاء العلويّة من الجسم والرأس، مما أدّى إلى فقدان المصابين لعيونهم، وإصابتهم بالارتجاجات الدماغيّة. وكما سنفصّل أدناه، فإن بعض هذه الأسلحة من الممكن أن يكون مميتا، على الرغم من وصفها بكونها "غير قاتلة".[6]

تمثّل أحداث أيّار (مايو) - حزيران (يونيو) من العام 2021، الواقع المستمر للقمع الإسرائيليّ العنيف للشعب الفلسطينيّ، ومقاومته لهذا الاحتلال. وكما نفصّل هنا، فإن شكل القمع الموصوف أعلاه يتم تنفيذه بمساعدة الشركات الإسرائيليّة، والشركات متعددة الجنسيات، التي تصنّع أسلحة السّيطرة على الحشود، والتي تجني أرباحًا هائلة من تواطؤها مع الاعتداء الإسرائيليّ على حياة الفلسطينيّين وحقوقهم الأساسيّة. وتورد "من يربح من الاحتلال" أدناه، لمحة عن ثلاثة من هذه الشركات، وهي: Combined Systems Inc. (SCI)، وOrdortec، وRuger التي تزود أذرع الأمن الإسرائيليّة بأسلحة كالغاز المسيل للدموع، والرصاص المطّاطيّ، والمياه العادمة لتفريق المظاهرات التي يطلق عليها اسم skunk water..

هذه اللمحات المقتضبة الموضحة هنا عن الشركات الثلاث، تسلّط الضّوء على قيام ثلاثتها بتزويد قوات الأمن الإسرائيليّة بالمعدات أثناء وبعد الاحتجاجات الفلسطينيّة الحاشدة في شهريّ أيّار (مايو وحزيران (يونيو) 2021. كما يُطرح نموذج شركة Odortec بوصفه مثالًا على كيف أنّ حالات القمع بالنسبة لمورّدي الأجهزة الأمنيّة الإسرائيليّة، تمثّل فرصة تسويقيّة.^[7]
