Heidelberg Materials (formerly HeidelbergCement) is a German multinational building materials company. The company produces and markets construction aggregates, cement, and ready-mixed concrete. 

The company operates a quarry and asphalt and concrete factories in the occupied West Bank. 

Exploitation of Occupied Natural Resources 

Through its Israeli subsidiary, Hanson Israel, the group owns and operated the Nahal Raba Quarry in the occupied West Bank since 2007. 

The quarry covers 97,000 square meters of land, on private and public Palestinian lands belonging to the villages of Al-Zawiya and Rafat, which were confiscated and allocated for the quarry. 

The company also has an asphalt and concrete factories located within the quarry, for which it holds a license, currently valid until November 2026, for the production of asphalt mixes and production of concrete. According to the company, the quarry, asphalt and concrete plant has been inactive since November 2023.

Quarry Expansion Plan 

In May 2025, an expansion plan of the Nahal Raba Quarry was approved by the Israeli Civil Administration (ICA) Planning Bureau with an additional 100 dunam for quarrying in the southern part of the quarry area. And despite that in January 2025, objection to the plan was submitted to the Planning Bureau on the grounds that the quarry expansion is expected to harm the livelihoods of the Palestinian residents and owners of the olive groves and agricultural plots in question, cause severe air pollution, and constitutes a violation of international law.

The plan, titled 52/14/2יוש/, seeks to expand the quarry by 432,000 square meters on the lands of the Palestinian villages of Al Zawya (on the Wad Al Qebleh, Jabal Al Qurus, and Wad Sliman Al Yassin plots) and Rafat (on the al Nakra, Marj Kasfa, Khurbet Kasfa, al Jabl Al Azraq, and Khurbet Umm Al Hakumm plots). 

According to a company response Who Profits received on 17 July 2025, Heidelberg Materials stated: “the expansion was recently granted by the authorities, upon fulfillment of certain conditions. This does not change the current status of the operations, the Nahal Raba complex remains closed.”

Services to Settlements 

On July 20, 2023, Who Profits documented a Hanson Israel company truck with the HeiderlbergCement (former name of the company) logo in Ramallah city, in the occupied West Bank. 

In 2017, Who Profits documented a truck carrying gravel from the Hanson Nahal Raba quarry in the occupied West Bank going into Israel. 

In 2016, a Hanson truck was documented delivering construction raw material to a construction zone in Ofarim settlement, an Israeli settlement, located near the Palestinian village al-Lubban al-Gharbi in the occupied West Bank. 

In 2015, Who Profits documented Hanson trucks at the Qalandiya checkpoint. Also in 2015, Hanson Israel concrete truck was documented delivering concrete to the expansion of the Barkan settlement industrial zone. 

Services to Israeli Prison Service 

In January 2022, a Hanson truck was documented in the Gilboa prison complex, where Palestinian prisoners are incarcerated, as part of work on enhancing the prison.
