Bank Leumi Le-Israel B.M. is an Israeli commercial bank that provides services in the areas of retail banking, mortgages, business and commercial banking, infrastructure project financing, specialized banking for technology companies in Israel and abroad, and the capital market.
Bank Leumi provides financial foundation and services for settlement activities and settlement expansion, and benefits from financial activity in illegal Israeli settlements in the occupied Palestinian territory. In addition, the bank financed construction of the Separation Wall in the occupied West Bank.
Financing Construction and Infrastructure Projects in Illegal Settlements
Bank Leumi provides financial infrastructure and mortgages to various construction companies for the purpose of building real estate projects and development of industrial zones in settlements in the occupied West Bank and East Jerusalem and holds the companies’ rights to the lands and projects as collateral. In addition, the bank provided private clients with mortgages for properties on privately owned Palestinian land in an illegal Israeli outpost in the occupied West Bank.
Separation Wall
Bank Leumi provided settlement-based Israeli construction company Zalman Barashi & Bros Co. a loan for the construction and maintenance of the Separation Wall. The company is based in the Atarot Industrial Zone in occupied East Jerusalem.
In February 2015, the bank granted Zalman Barashi & Bros Co. a loan in connection with the company’s contracts with the Israeli Ministry of Defense for the construction of the Separation Wall in the northern West Bank area and for comprehensive maintenance of the Separation Wall in the so-called Jerusalem Envelope area surrounding occupied East Jerusalem in the occupied West Bank.
The Jerusalem Light Rail
Bank Leumi is the financier of the Blue Line Project of the Jerusalem Light Rail (JLR).
In April 2024, Bank Leumi was chosen to lead the financing for the construction of the Blue Line of the Jerusalem Light Rail (JLR) in an estimated amount of NIS 1 billion. The bank signed a memorandum of understanding with the partners in the project, Danya Cebus and Dan Public Transportation Company.
The JLR network connects Israeli settlements in occupied East Jerusalem to the center of the city and its western side, creating territorial continuity and easing settler movement on both sides of the Green Line, whilst expropriating Palestinian land and fragmenting Palestinian communities.
The Blue Line project, the most recent expansion of the JLR network, is intended to create transportation continuity on both sides of the Green Line, serving settlements in occupied East Jerusalem and the West Bank and facilitating their integration into the transportation network in Jerusalem. The Blue Line is to be the third and longest axis of the JLR network with a total of 53 stations of which 17 are located in the settlements of Ramat Eshkol, Ramot, Gilo, and the planned settlement, Givat Hamatos in occupied East Jerusalem. In 2020, Bank Leumi financed the establishment of the Red Line of the Jerusalem Light Rail in a joint financing agreement with Hapoalim Bank for NIS 2 billion for the Citypass Group, the previous franchisee and operator of the Jerusalem Light Rail.
Design City Mall
Bank Leumi financed the establishment of the Design City shopping complex in the Mishor Adumim Industrial Zone with NIS 250 million. The Design City mall opened in July 2021 in the Mishor Adumim Industrial Zone in the settlement of Ma’ale Adumim in the occupied West Bank. Sewage Treatment Plant
In 2016, Bank Leumi provided financing for the construction of a sewage treatment plant near Nabi Musa near Jericho in the occupied West Bank. The plant is to serve the settlement neighborhoods of Pisgat Ze'ev, Neve Ya'akov and French Hill in occupied East Jerusalem.
Mitzpe Kramim
In 2018, Bank Leumi provided mortgage loans for the purchase of real estate on Palestinian privately owned land in the Mitzpe Kramim illegal Israeli outpost in the Jordan Valley in the occupied West Bank.
Financing Settlement Construction Projects
Barkan Industrial Zone
Between 2012 and 2025, Bank Leumi provided All Trade Recycling with mortgages for land development in the Barkan Industrial Zone in the occupied West Bank. All Trade Recycling operates an electronic recycling plant in the Barkan Industrial Zone.
In 2012, the bank granted the company loans for two plots of land with an area of 7.524 dunams (7,524 square meters) in the Barkan Industrial Zone in the occupied West Bank, in accordance with City Plan No. 5/1/ת/130 for land rezoning to industry, for which the bank holds as collateral the company’s rights in the land and the project. In January 2025, the bank granted the company an additional loan, for which the bank holds as collateral a first-degree permanent lien on all the company's rights in all the buildings and structures in the real estate, including building rights.
Ariel West Industrial Zone
Bank Leumi financed construction in the Ariel West Industrial Zone on lands belonging to the Palestinian town of Hares in the occupied West Bank.
The bank provided loans to three Israeli construction companies for a construction project as part of City Plan No. 6/7/ת/130 for land rezoning from commercial to industrial in the Industrial Zone on Hares lands.
In March 2024 and April 2024, the bank granted Israeli construction company Estee Steel loans for the lease of 37.497 dunams in the Industrial Zone on lands belonging to Hares. The bank holds as collateral a first-degree lien on the company's contractual rights under the lease agreement, including everything attached to the mortgaged assets and all fruits and other rights, including building rights.
In March and April 2024, the bank granted Israeli construction company Leo Properties loans for construction in the Industrial Zone across 37.497 dunams of lands belonging to Hares. The bank holds as collateral a first-degree lien on the contractual rights under a lease agreement regarding the property and all the company’s rights in the property, including building rights.

Mishor Adumim Industrial Zone
Between 2014 and 2024, Bank Leumi provided Israeli construction company Beton Atarot loans for the company’s facility in the Mishor Adumim Industrial Zone in the occupied West Bank.
In 2017 and 2018, the bank granted the company loans for a development project on an area of 2.116 dunams in the Mishor Adumim Industrial Zone in the settlement of Ma'ale Adumim. The project is part of City Plan No. 420/2/2/2/5 for the division of plots on lands belonging to the Palestinian village of Khan al-Ahmar in the occupied West Bank. In December 2024, the bank granted the company an additional loan for the project, for which the bank holds as collateral a first-degree lien on the company’s contractual rights under the development contract and all other rights in the project, including building rights.
Emanuel
In February 2026, the bank granted Israeli construction company Hemdat Shomron – Entrepreneurship, based in the settlement of Ariel, two loans for a construction project of 24 housing units on 2.781 dunams of land in the settlement of Emanuel. The project is part of City Plan No. 120/6 for rezoning land use from agriculture to residential. The bank holds as collateral a first-degree lien on all the company’s contractual rights by virtue of winning the construction tender and an agreement issued by the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration.
Kiryat Arba
In January 2026, the bank granted Hemdat Shomron two loans for a construction project of 80 housing units in the settlement of Kiryat Arba across 9.465 dunams of lands belonging to the Palestinian city of Hebron. The project is part of City Plan No. 510/14/1 for development of a residential neighborhood in the settlement. The bank holds as collateral a first-degree lien on all the company’s contractual rights by virtue of winning the construction tender and an agreement issued by the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration, and the company’s rights to receive funds from the tax authorities in connection with the project on the land.
Ma’ale Efraim
In March 2025, the bank granted Hemdat Shomron a loan for a construction project on 16 plots of land across 13.781 dunam in the settlement of Ma’ale Efraim in the occupied West Bank. The project is part of City Plan No. 310/13 to regulate and designate land in a neighborhood in the settlement. The bank holds as collateral a first-degree lien on the company’s contractual rights in the property listed with the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration.
Revava
In January 2026, the bank granted Israeli construction company Shoham Israel Investment, based in the settlement of Alon Moreh, a loan for a residential project on 10.726 dunams of land in the settlement of Revava in the occupied West Bank in accordance with City Plan No. 170/4. The bank holds as collateral a first-degree lien on the company’s contractual rights in 9 apartments in the project.

In August 2025, the bank granted Israeli construction company Sarfati Shimon three loans for a construction project in the settlement neighborhood of Pisgat Ze’ev in occupied East Jerusalem. The project is part of City Plan No. 11647for the development of a residential neighborhood with 625 units in the neighborhood. The bank holds as collateral a first-degree lien on all the company’s rights to the land and the project, including all equipment and inventory, and all rights in the company’s bank account maintained for the purposes of the project.
In September 2025, the bank operated a bank account for the company for a residential and commercial project in Pisgat Ze'ev that includes 4 residential towers with 286 housing units and an employment building with commerce and public spaces.
Etz Efraim
Between 2022 and 2025, Bank Leumi provided loans for construction projects in the settlement of Etz Efraim in the occupied West Bank.
In January 2025 and July 2023, the bank granted Israeli construction company Kedma Etz Efraim loans for a construction project in the settlement of Etz Efraim on lands belonging to the Palestinian village of Mas’ha in accordance with City Plan No. 126/4. The bank holds as collateral a first-degree lien on all the company’s rights in the land and the project, including all equipment and inventory, and all rights in the company’s bank account maintained for the purposes of the project.
In December 2022, the bank granted Kedma Etz Efraim a loan for a construction project in the settlement of Etz Efraim. The bank holds as collateral a first-degree lien on all the company’s rights to receive funds from the tax authorities in connection with the project on the land.
Efrat
In March 2024, the bank granted Israeli construction company Boneich Construction Development & Investments, based in the settlement of Efrat, two loans for the construction of 21 housing units in the settlement of Efrat on an area of 3.415 dunams of lands belonging to the Palestinian town of al-Khader. The project is part of City Plan No. 410/5/66 in the Givat HaTamar neighborhood in the settlement. The bank holds as collateral the company’s contractual rights in the project under a lease agreement with the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration.
Givat Ze’ev
In January 2024 and May 2024, the bank granted Israeli construction company Mishab Building and Development Co. loans for a construction project in the settlement of Givat Ze’ev on lands belonging to the Palestinian village of al-Jib northwest of Jerusalem in the occupied West Bank. The project is part of City Plan No. 220/26/3 for development of the settlement on lands of al-Jib. The bank holds as collateral a first-degree lien on all the company’s rights to receive funds from the tax authorities in connection with the project on the land.
Gilo
In June 2024, the bank granted Israeli construction company Bialik - Mother of the Beit Yerushalmi Group a loan for a development project in the settlement neighborhood of Gilo in occupied East Jerusalem. The project is part of City Plan No. 1905 for the development of a residential district that will encompass up to 10,000 apartments. The bank holds as collateral a first-degree mortgage on the lease of 3 plots of land, including everything attached to them, and all the company’s rights in the property, including building rights.
In March 2024, the bank granted the company a loan for an additional construction project of 35 housing units across 2.826 dunam of land in the settlement neighborhood of Gilo in occupied East Jerusalem. The project is part of City Plan No. 13157 for the establishment of a new residential neighborhood in Gilo with a total of 900 housing units. The bank holds as collateral a first-degree lien on all the company's rights in connection with the land and the project.
Ramot Alon
In August 2024, the bank granted Israeli construction company Hasid Brothers Building Contracting Co. a loan for a construction project of a residential building on an area of 3.642 dunams in the settlement neighborhood of Ramot (Ramot Alon) in occupied East Jerusalem, in accordance with City Plan No. 101-0523332. The bank holds as collateral a first-degree lien on all the company's contractual rights under a lease agreement, including everything connected to the mortgaged property, and all current and future rights, including construction rights.
In March 2024 and March 2023, the bank granted Hasid Brothers two loans in connection with a development project of a residential complex and public buildings on 3 plots of land in the settlement neighborhood of Ramot in occupied East Jerusalem, for which the bank holds as collateral a first-degree lien on all the company’s rights in the land and the project.
Armon Hanatziv (East Talpiot)
In June 2023, the bank granted Hasid Brothers Building Contracting Co. a loan for a development contract for the construction of hotels on an area of approximately 3.222 dunams near Armon Hanatziv Promenade in the settlement neighborhood of East Talpiot in occupied East Jerusalem, in accordance with City Plan No. 4711for the designation of the area to an area for hotels and tourism. The bank holds as collateral a first-degree lien on all the company’s Rights, including building rights, and current and future fruits arising from the real estate project.
Givat HaMatos
In July 2024, the bank granted Israeli construction company Ram Aderet – Salait two loans for a construction project of 212 housing units including 7 public housing units in the settlement neighborhood of Givat HaMatos in occupied East Jerusalem. The project is part of City Plan No. מק/14295 for construction and development on an area of 369.393 dunams in Givat HaMatos, which explicitly includes the consolidation and division of lands without the consent of their owners. In September 2021 and In October 2021, the bank granted the company additional loans for the project.
In April 2021, the bank granted Ram Aderet – Salait a loan for a construction project on 20 plots of land in Givat HaMatos. The bank holds as collateral a first-degree lien on all the company’s rights to receive funds from the tax authorities in connection with the project on the land.
Alfei Menashe
In January and August 2022, the bank granted Israeli construction company Briza BaGivaa loans for a construction project in the settlement of Alfei Menashe across 18.146 dunam of lands belonging to the Palestinian town of Azzun in the occupied West Bank. The project is part of City Plans No. 115/8 and No. 115/8/1 for the construction of 1,406 housing units in the Givat Tal neighborhood in the settlement on lands belonging to Azzun. The bank holds as collateral a first-degree lien on all the company’s rights in the land and the project.
In May 2022, the bank granted Briza BaGivaa a loan for the construction of 70 housing units in the settlement of Alfei Menashe. The bank holds as collateral a first-degree lien on the company's rights under a construction and development contract with the Ministry of Construction and Housing.
In October 2021, the bank granted Israeli construction company Ofek Engineering (Aba), based in the settlement of Tzufim, a loan for a development project in the settlement of Alfei Menashe on 5 plots on lands belonging to the Palestinian town of Azzun in the occupied West Bank. The project is part of City Plan No. 115/8/1 for the design and construction in the Givat Tal neighborhood in the settlement. The bank holds as collateral a first-degree lien on all the company's contractual rights in the land and the real estate, including building rights, according to a development contract signed with the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration.
In 2020, the bank granted Rotshtein Real Estate a loan for a construction project in the settlement of Alfei Menashe on 27.016 dunams of lands belonging to the Palestinian villages of Azzun and Kufr Thulth in the occupied West Bank. The project is part of Plan No. 1/17/115 for the development of a business park on the lands of Azzun and Kufr Thulth. The bank holds as collateral the company’s contractual and actual rights in the land and project.
Tzufim
In May 2020, the bank granted Ofek Engineering a loan for which the bank holds as collateral a first-degree mortgage on the rights in connection with a rental agreement for three houses in the settlement of Tzufim.
In 2018, the bank granted Ofek Engineering a loan for a construction project in the settlement of Tzufim on lands belonging to the Palestinian village of Jayyus. In 2016, the bank granted the company a mortgage for the purchase of a plot in the settlement of Tzufim, for which the bank holds as collateral the contractual rights in the real estate.
Beitar Ilit
In November 2021, the bank granted Israeli construction company Denefit Real Estate a loan for a construction project in the settlement of Beitar Ilit in accordance with City Plan No. 426/1/3/1 for residential development in the settlement. The bank holds as collateral a first-degree lien on all the company’s rights to receive funds from the tax authorities in connection with the project on the land.
In 2021, Bank Leumi granted Israeli company N. Nathanel a loan for a construction project of 405 housing units and a commercial area in the settlement of Beitar Illit, in accordance with Plan No. 3/426.
In 2021, Bank Leumi provided Dafnit company with a loan for a construction project in Beitar Ilit, in accordance with Plan No. 31/1/426.
Atarot Industrial Zone
In 2021, Bank Leumi granted a loan to Mivneh company for plots in the Atarot Industrial Zone in occupied East Jerusalem. The bank holds as collateral the company’s contractual and actual rights in the land and project.
Ariel
In 2020, Bank Leumi provided Israeli company Turen Habayit Shelcha a mortgage for the for the construction of 85 housing units in settlement of Ariel in the occupied West Bank. The bank holds as collateral the company’s contractual and actual rights in the land and project.

Banking Services to Settlement Local and Regional Councils
Bank Leumi provides loans, credit and banking services to settlements regional and local councils in the occupied West Bank and the Syrian Golan. These loans can be used to develop infrastructure, build public facilities and provide municipal services to the residents of the settlement.
Bank Leumi has provided loans, credit facilities and various banking services for over 190 settlements in the occupied West Bank and the Syrian Golan.
These include the Gush Etzion Regional Council (consisting of 24 settlements), the Har Hevron Regional Council (consisting of 23 settlements in the South Hebron Hills area), the Jordan Valley Regional Council (consisting of 21 settlements in the Jordan Valley area), the Mateh Binyamin Regional Council (consisting of 52 settlements), the Shomron Regional Council (consisting of 33 settlements), and the settlements of Alfei Menashe, Ariel, Beit Aryeh, Beit El, Beitar Ilit, Efrat, Emanuel, Givat Zeev, Kiryat Arba, Ma’ale Adumim, and Oranit in the occupied West Bank. In addition, the bank has provided such services to the Golan Regional Council (consisting of 33 settlements) and the settlement of Katzrin in the occupied Syrian Golan.
Gush Etzion Regional Council
As of April 2026, Bank Leumi had 2 active pledge agreements with the Gush Etzion Regional Council. The Gush Etzion Regional Council consists of 24 settlements in the occupied West Bank.
In June 2016, Bank Leumi signed a pledge agreement with the Gush Etzion Regional Council for a period of 99 years (ends 2115) for which the bank holds the council’s current and future revenue up to the amount of NIS 3,250,000 as collateral.
Har Hevron Regional Council
As of April 2026, Bank Leumi had 7 active pledge agreements with the Har Hevron Regional Council. The Har Hevron Regional Council consists of23 settlements in the South Hebron Hills area in the occupied West Bank.
According to the Regional Council’s meeting protocols, in 2024, the bank provided the council with a NIS 1 million credit facilities.
In 2023, Bank Leumi and Mizrahi Tefahot Bank granted loans in the amount of NIS 16 million loan to the Har Hevron Regional Council.
According to the Regional Council’s meeting protocols, in November 2023, the Council approved a NIS 1 million loan from Bank Leumi for 2024. In September 2023, the Council approved a NIS 2,983,500 loan for 15 years from Bank Leumi.
In November 2023, Bank Leumi signed a pledge agreement with the Har Hevron Regional Council for a period of 99 years (ends 2122), for which the bank holds the council’s current and future revenue as collateral.

Jordan Valley Regional Council
As of April 2026, Bank Leumi had 1 active pledge agreement with the Jordan Valley Regional Council. The Jordan Valley Regional Council (also known as Bik'at HaYarden Regional Council) consists of 21 settlements in the Jordan Valley area in the occupied West Bank.
Mateh Binyamin Regional Council
As of April 2026, Bank Leumi had 6 active pledge agreements with the Mateh Binyamin Regional Council. The Mateh Binyamin Regional Council consists of 52 settlements in the central occupied West Bank.
According to the Regional Council’s meeting protocols, in 2024 and 2025, Bank Leumi provided the council with a NIS 15 million credit facility.

As of April 2026, Bank Leumi had 6 active pledge agreements with the Beit Aryeh Local Council.
In February 2019, Bank Leumi signed a pledge agreement with the Beit Aryeh Local Council for a period of 99 years (ends 2118), for which the bank holds the council’s current and future revenue as collateral.
In November 2012, Bank Leumi signed a pledge agreement with the Beit Aryeh Local Council for a period of 99 years (ends 2111), for which the bank holds the council’s current and future revenue up to the amount of NIS 1,800,000 as collateral.

According to the Local Council’s meeting protocols, in 2021, the council had investment of NIS 15 million divided between three investment firms and three banks, including Bank Leumi.

Palestinian Captive Market
Bank Leumi benefits from access to the Palestinian banking market as a captive market. The bank operates a branch in Ali Iben Abu Taleb Street in occupied East Jerusalem.

Bank Leumi Le-Israel B.M. is an Israeli commercial bank that provides services in the areas of retail banking, mortgages, business and commercial banking, infrastructure project financing, specialized banking for technology companies in Israel and abroad, and the capital market.
Bank Leumi provides financial foundation and services for settlement activities and settlement expansion, and benefits from financial activity in illegal Israeli settlements in the occupied Palestinian territory. In addition, the bank financed construction of the Separation Wall in the occupied West Bank.
Financing Construction and Infrastructure Projects in Illegal Settlements
Bank Leumi provides financial infrastructure and mortgages to various construction companies for the purpose of building real estate projects and development of industrial zones in settlements in the occupied West Bank and East Jerusalem and holds the companies’ rights to the lands and projects as collateral. In addition, the bank provided private clients with mortgages for properties on privately owned Palestinian land in an illegal Israeli outpost in the occupied West Bank.
Separation Wall
Bank Leumi provided settlement-based Israeli construction company Zalman Barashi & Bros Co. a loan for the construction and maintenance of the Separation Wall. The company is based in the Atarot Industrial Zone in occupied East Jerusalem.
In February 2015, the bank granted Zalman Barashi & Bros Co. a loan in connection with the company’s contracts with the Israeli Ministry of Defense for the construction of the Separation Wall in the northern West Bank area and for comprehensive maintenance of the Separation Wall in the so-called Jerusalem Envelope area surrounding occupied East Jerusalem in the occupied West Bank.
The Jerusalem Light Rail
Bank Leumi is the financier of the Blue Line Project of the Jerusalem Light Rail (JLR).
In April 2024, Bank Leumi was chosen to lead the financing for the construction of the Blue Line of the Jerusalem Light Rail (JLR) in an estimated amount of NIS 1 billion. The bank signed a memorandum of understanding with the partners in the project, Danya Cebus and Dan Public Transportation Company.
The JLR network connects Israeli settlements in occupied East Jerusalem to the center of the city and its western side, creating territorial continuity and easing settler movement on both sides of the Green Line, whilst expropriating Palestinian land and fragmenting Palestinian communities.
The Blue Line project, the most recent expansion of the JLR network, is intended to create transportation continuity on both sides of the Green Line, serving settlements in occupied East Jerusalem and the West Bank and facilitating their integration into the transportation network in Jerusalem. The Blue Line is to be the third and longest axis of the JLR network with a total of 53 stations of which 17 are located in the settlements of Ramat Eshkol, Ramot, Gilo, and the planned settlement, Givat Hamatos in occupied East Jerusalem. In 2020, Bank Leumi financed the establishment of the Red Line of the Jerusalem Light Rail in a joint financing agreement with Hapoalim Bank for NIS 2 billion for the Citypass Group, the previous franchisee and operator of the Jerusalem Light Rail.
Design City Mall
Bank Leumi financed the establishment of the Design City shopping complex in the Mishor Adumim Industrial Zone with NIS 250 million. The Design City mall opened in July 2021 in the Mishor Adumim Industrial Zone in the settlement of Ma’ale Adumim in the occupied West Bank. Sewage Treatment Plant
In 2016, Bank Leumi provided financing for the construction of a sewage treatment plant near Nabi Musa near Jericho in the occupied West Bank. The plant is to serve the settlement neighborhoods of Pisgat Ze'ev, Neve Ya'akov and French Hill in occupied East Jerusalem.
Mitzpe Kramim
In 2018, Bank Leumi provided mortgage loans for the purchase of real estate on Palestinian privately owned land in the Mitzpe Kramim illegal Israeli outpost in the Jordan Valley in the occupied West Bank.

Barkan Industrial Zone
Between 2012 and 2025, Bank Leumi provided All Trade Recycling with mortgages for land development in the Barkan Industrial Zone in the occupied West Bank. All Trade Recycling operates an electronic recycling plant in the Barkan Industrial Zone.
In 2012, the bank granted the company loans for two plots of land with an area of 7.524 dunams (7,524 square meters) in the Barkan Industrial Zone in the occupied West Bank, in accordance with City Plan No. 5/1/ת/130 for land rezoning to industry, for which the bank holds as collateral the company’s rights in the land and the project. In January 2025, the bank granted the company an additional loan, for which the bank holds as collateral a first-degree permanent lien on all the company's rights in all the buildings and structures in the real estate, including building rights.
Ariel West Industrial Zone
Bank Leumi financed construction in the Ariel West Industrial Zone on lands belonging to the Palestinian town of Hares in the occupied West Bank.
The bank provided loans to three Israeli construction companies for a construction project as part of City Plan No. 6/7/ת/130 for land rezoning from commercial to industrial in the Industrial Zone on Hares lands.
In March 2024 and April 2024, the bank granted Israeli construction company Estee Steel loans for the lease of 37.497 dunams in the Industrial Zone on lands belonging to Hares. The bank holds as collateral a first-degree lien on the company's contractual rights under the lease agreement, including everything attached to the mortgaged assets and all fruits and other rights, including building rights.
In March and April 2024, the bank granted Israeli construction company Leo Properties loans for construction in the Industrial Zone across 37.497 dunams of lands belonging to Hares. The bank holds as collateral a first-degree lien on the contractual rights under a lease agreement regarding the property and all the company’s rights in the property, including building rights.

In 2017 and 2018, the bank granted the company loans for a development project on an area of 2.116 dunams in the Mishor Adumim Industrial Zone in the settlement of Ma'ale Adumim. The project is part of City Plan No. 420/2/2/2/5 for the division of plots on lands belonging to the Palestinian village of Khan al-Ahmar in the occupied West Bank. In December 2024, the bank granted the company an additional loan for the project, for which the bank holds as collateral a first-degree lien on the company’s contractual rights under the development contract and all other rights in the project, including building rights.
Emanuel
In February 2026, the bank granted Israeli construction company Hemdat Shomron – Entrepreneurship, based in the settlement of Ariel, two loans for a construction project of 24 housing units on 2.781 dunams of land in the settlement of Emanuel. The project is part of City Plan No. 120/6 for rezoning land use from agriculture to residential. The bank holds as collateral a first-degree lien on all the company’s contractual rights by virtue of winning the construction tender and an agreement issued by the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration.
Kiryat Arba
In January 2026, the bank granted Hemdat Shomron two loans for a construction project of 80 housing units in the settlement of Kiryat Arba across 9.465 dunams of lands belonging to the Palestinian city of Hebron. The project is part of City Plan No. 510/14/1 for development of a residential neighborhood in the settlement. The bank holds as collateral a first-degree lien on all the company’s contractual rights by virtue of winning the construction tender and an agreement issued by the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration, and the company’s rights to receive funds from the tax authorities in connection with the project on the land.
Ma’ale Efraim
In March 2025, the bank granted Hemdat Shomron a loan for a construction project on 16 plots of land across 13.781 dunam in the settlement of Ma’ale Efraim in the occupied West Bank. The project is part of City Plan No. 310/13 to regulate and designate land in a neighborhood in the settlement. The bank holds as collateral a first-degree lien on the company’s contractual rights in the property listed with the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration.
Revava
In January 2026, the bank granted Israeli construction company Shoham Israel Investment, based in the settlement of Alon Moreh, a loan for a residential project on 10.726 dunams of land in the settlement of Revava in the occupied West Bank in accordance with City Plan No. 170/4. The bank holds as collateral a first-degree lien on the company’s contractual rights in 9 apartments in the project.

In August 2025, the bank granted Israeli construction company Sarfati Shimon three loans for a construction project in the settlement neighborhood of Pisgat Ze’ev in occupied East Jerusalem. The project is part of City Plan No. 11647for the development of a residential neighborhood with 625 units in the neighborhood. The bank holds as collateral a first-degree lien on all the company’s rights to the land and the project, including all equipment and inventory, and all rights in the company’s bank account maintained for the purposes of the project.
In September 2025, the bank operated a bank account for the company for a residential and commercial project in Pisgat Ze'ev that includes 4 residential towers with 286 housing units and an employment building with commerce and public spaces.
Etz Efraim
Between 2022 and 2025, Bank Leumi provided loans for construction projects in the settlement of Etz Efraim in the occupied West Bank.
In January 2025 and July 2023, the bank granted Israeli construction company Kedma Etz Efraim loans for a construction project in the settlement of Etz Efraim on lands belonging to the Palestinian village of Mas’ha in accordance with City Plan No. 126/4. The bank holds as collateral a first-degree lien on all the company’s rights in the land and the project, including all equipment and inventory, and all rights in the company’s bank account maintained for the purposes of the project.

The project is part of City Plan No. 410/5/66 in the Givat HaTamar neighborhood in the settlement. The bank holds as collateral the company’s contractual rights in the project under a lease agreement with the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration.
Givat Ze’ev
In January 2024 and May 2024, the bank granted Israeli construction company Mishab Building and Development Co. loans for a construction project in the settlement of Givat Ze’ev on lands belonging to the Palestinian village of al-Jib northwest of Jerusalem in the occupied West Bank. The project is part of City Plan No. 220/26/3 for development of the settlement on lands of al-Jib. The bank holds as collateral a first-degree lien on all the company’s rights to receive funds from the tax authorities in connection with the project on the land.
Gilo
In June 2024, the bank granted Israeli construction company Bialik - Mother of the Beit Yerushalmi Group a loan for a development project in the settlement neighborhood of Gilo in occupied East Jerusalem. The project is part of City Plan No. 1905 for the development of a residential district that will encompass up to 10,000 apartments. The bank holds as collateral a first-degree mortgage on the lease of 3 plots of land, including everything attached to them, and all the company’s rights in the property, including building rights.
In March 2024, the bank granted the company a loan for an additional construction project of 35 housing units across 2.826 dunam of land in the settlement neighborhood of Gilo in occupied East Jerusalem. The project is part of City Plan No. 13157 for the establishment of a new residential neighborhood in Gilo with a total of 900 housing units. The bank holds as collateral a first-degree lien on all the company's rights in connection with the land and the project.
Ramot Alon
In August 2024, the bank granted Israeli construction company Hasid Brothers Building Contracting Co. a loan for a construction project of a residential building on an area of 3.642 dunams in the settlement neighborhood of Ramot (Ramot Alon) in occupied East Jerusalem, in accordance with City Plan No. 101-0523332. The bank holds as collateral a first-degree lien on all the company's contractual rights under a lease agreement, including everything connected to the mortgaged property, and all current and future rights, including construction rights.
In March 2024 and March 2023, the bank granted Hasid Brothers two loans in connection with a development project of a residential complex and public buildings on 3 plots of land in the settlement neighborhood of Ramot in occupied East Jerusalem, for which the bank holds as collateral a first-degree lien on all the company’s rights in the land and the project.
Armon Hanatziv (East Talpiot)
In June 2023, the bank granted Hasid Brothers Building Contracting Co. a loan for a development contract for the construction of hotels on an area of approximately 3.222 dunams near Armon Hanatziv Promenade in the settlement neighborhood of East Talpiot in occupied East Jerusalem, in accordance with City Plan No. 4711for the designation of the area to an area for hotels and tourism. The bank holds as collateral a first-degree lien on all the company’s Rights, including building rights, and current and future fruits arising from the real estate project.
Givat HaMatos
In July 2024, the bank granted Israeli construction company Ram Aderet – Salait two loans for a construction project of 212 housing units including 7 public housing units in the settlement neighborhood of Givat HaMatos in occupied East Jerusalem. The project is part of City Plan No. מק/14295 for construction and development on an area of 369.393 dunams in Givat HaMatos, which explicitly includes the consolidation and division of lands without the consent of their owners. In September 2021 and In October 2021, the bank granted the company additional loans for the project.
In April 2021, the bank granted Ram Aderet – Salait a loan for a construction project on 20 plots of land in Givat HaMatos. The bank holds as collateral a first-degree lien on all the company’s rights to receive funds from the tax authorities in connection with the project on the land.
Alfei Menashe
In January and August 2022, the bank granted Israeli construction company Briza BaGivaa loans for a construction project in the settlement of Alfei Menashe across 18.146 dunam of lands belonging to the Palestinian town of Azzun in the occupied West Bank. The project is part of City Plans No. 115/8 and No. 115/8/1 for the construction of 1,406 housing units in the Givat Tal neighborhood in the settlement on lands belonging to Azzun. The bank holds as collateral a first-degree lien on all the company’s rights in the land and the project.

The project is part of City Plan No. 115/8/1 for the design and construction in the Givat Tal neighborhood in the settlement. The bank holds as collateral a first-degree lien on all the company's contractual rights in the land and the real estate, including building rights, according to a development contract signed with the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration.
In 2020, the bank granted Rotshtein Real Estate a loan for a construction project in the settlement of Alfei Menashe on 27.016 dunams of lands belonging to the Palestinian villages of Azzun and Kufr Thulth in the occupied West Bank. The project is part of Plan No. 1/17/115 for the development of a business park on the lands of Azzun and Kufr Thulth. The bank holds as collateral the company’s contractual and actual rights in the land and project.
Tzufim
In May 2020, the bank granted Ofek Engineering a loan for which the bank holds as collateral a first-degree mortgage on the rights in connection with a rental agreement for three houses in the settlement of Tzufim.
In 2018, the bank granted Ofek Engineering a loan for a construction project in the settlement of Tzufim on lands belonging to the Palestinian village of Jayyus. In 2016, the bank granted the company a mortgage for the purchase of a plot in the settlement of Tzufim, for which the bank holds as collateral the contractual rights in the real estate.
Beitar Ilit
In November 2021, the bank granted Israeli construction company Denefit Real Estate a loan for a construction project in the settlement of Beitar Ilit in accordance with City Plan No. 426/1/3/1 for residential development in the settlement. The bank holds as collateral a first-degree lien on all the company’s rights to receive funds from the tax authorities in connection with the project on the land.
In 2021, Bank Leumi granted Israeli company N. Nathanel a loan for a construction project of 405 housing units and a commercial area in the settlement of Beitar Illit, in accordance with Plan No. 3/426.

In 2020, Bank Leumi provided Israeli company Turen Habayit Shelcha a mortgage for the for the construction of 85 housing units in settlement of Ariel in the occupied West Bank. The bank holds as collateral the company’s contractual and actual rights in the land and project.

Bank Leumi provides loans, credit and banking services to settlements regional and local councils in the occupied West Bank and the Syrian Golan. These loans can be used to develop infrastructure, build public facilities and provide municipal services to the residents of the settlement.
Bank Leumi has provided loans, credit facilities and various banking services for over 190 settlements in the occupied West Bank and the Syrian Golan.
These include the Gush Etzion Regional Council (consisting of 24 settlements), the Har Hevron Regional Council (consisting of 23 settlements in the South Hebron Hills area), the Jordan Valley Regional Council (consisting of 21 settlements in the Jordan Valley area), the Mateh Binyamin Regional Council (consisting of 52 settlements), the Shomron Regional Council (consisting of 33 settlements), and the settlements of Alfei Menashe, Ariel, Beit Aryeh, Beit El, Beitar Ilit, Efrat, Emanuel, Givat Zeev, Kiryat Arba, Ma’ale Adumim, and Oranit in the occupied West Bank. In addition, the bank has provided such services to the Golan Regional Council (consisting of 33 settlements) and the settlement of Katzrin in the occupied Syrian Golan.

Bank Leumi provides financial foundation and services for settlement activities and settlement expansion, and benefits from financial activity in illegal Israeli settlements in the occupied Palestinian territory. In addition, the bank financed construction of the Separation Wall in the occupied West Bank.
Financing Construction and Infrastructure Projects in Illegal Settlements
Bank Leumi provides financial infrastructure and mortgages to various construction companies for the purpose of building real estate projects and development of industrial zones in settlements in the occupied West Bank and East Jerusalem and holds the companies’ rights to the lands and projects as collateral. In addition, the bank provided private clients with mortgages for properties on privately owned Palestinian land in an illegal Israeli outpost in the occupied West Bank.
Separation Wall
Bank Leumi provided settlement-based Israeli construction company Zalman Barashi & Bros Co. a loan for the construction and maintenance of the Separation Wall. The company is based in the Atarot Industrial Zone in occupied East Jerusalem.
In February 2015, the bank granted Zalman Barashi & Bros Co. a loan in connection with the company’s contracts with the Israeli Ministry of Defense for the construction of the Separation Wall in the northern West Bank area and for comprehensive maintenance of the Separation Wall in the so-called Jerusalem Envelope area surrounding occupied East Jerusalem in the occupied West Bank.
The Jerusalem Light Rail
Bank Leumi is the financier of the Blue Line Project of the Jerusalem Light Rail (JLR).
In April 2024, Bank Leumi was chosen to lead the financing for the construction of the Blue Line of the Jerusalem Light Rail (JLR) in an estimated amount of NIS 1 billion. The bank signed a memorandum of understanding with the partners in the project, Danya Cebus and Dan Public Transportation Company.
The JLR network connects Israeli settlements in occupied East Jerusalem to the center of the city and its western side, creating territorial continuity and easing settler movement on both sides of the Green Line, whilst expropriating Palestinian land and fragmenting Palestinian communities.
The Blue Line project, the most recent expansion of the JLR network, is intended to create transportation continuity on both sides of the Green Line, serving settlements in occupied East Jerusalem and the West Bank and facilitating their integration into the transportation network in Jerusalem. The Blue Line is to be the third and longest axis of the JLR network with a total of 53 stations of which 17 are located in the settlements of Ramat Eshkol, Ramot, Gilo, and the planned settlement, Givat Hamatos in occupied East Jerusalem. In 2020, Bank Leumi financed the establishment of the Red Line of the Jerusalem Light Rail in a joint financing agreement with Hapoalim Bank for NIS 2 billion for the Citypass Group, the previous franchisee and operator of the Jerusalem Light Rail.
Design City Mall
Bank Leumi financed the establishment of the Design City shopping complex in the Mishor Adumim Industrial Zone with NIS 250 million. The Design City mall opened in July 2021 in the Mishor Adumim Industrial Zone in the settlement of Ma’ale Adumim in the occupied West Bank. Sewage Treatment Plant
In 2016, Bank Leumi provided financing for the construction of a sewage treatment plant near Nabi Musa near Jericho in the occupied West Bank. The plant is to serve the settlement neighborhoods of Pisgat Ze'ev, Neve Ya'akov and French Hill in occupied East Jerusalem.
Mitzpe Kramim
In 2018, Bank Leumi provided mortgage loans for the purchase of real estate on Palestinian privately owned land in the Mitzpe Kramim illegal Israeli outpost in the Jordan Valley in the occupied West Bank.
Financing Settlement Construction Projects
Barkan Industrial Zone
Between 2012 and 2025, Bank Leumi provided All Trade Recycling with mortgages for land development in the Barkan Industrial Zone in the occupied West Bank. All Trade Recycling operates an electronic recycling plant in the Barkan Industrial Zone.
In 2012, the bank granted the company loans for two plots of land with an area of 7.524 dunams (7,524 square meters) in the Barkan Industrial Zone in the occupied West Bank, in accordance with City Plan No. 5/1/ת/130 for land rezoning to industry, for which the bank holds as collateral the company’s rights in the land and the project. In January 2025, the bank granted the company an additional loan, for which the bank holds as collateral a first-degree permanent lien on all the company's rights in all the buildings and structures in the real estate, including building rights.
Ariel West Industrial Zone
Bank Leumi financed construction in the Ariel West Industrial Zone on lands belonging to the Palestinian town of Hares in the occupied West Bank.
The bank provided loans to three Israeli construction companies for a construction project as part of City Plan No. 6/7/ת/130 for land rezoning from commercial to industrial in the Industrial Zone on Hares lands.
In March 2024 and April 2024, the bank granted Israeli construction company Estee Steel loans for the lease of 37.497 dunams in the Industrial Zone on lands belonging to Hares. The bank holds as collateral a first-degree lien on the company's contractual rights under the lease agreement, including everything attached to the mortgaged assets and all fruits and other rights, including building rights.
In March and April 2024, the bank granted Israeli construction company Leo Properties loans for construction in the Industrial Zone across 37.497 dunams of lands belonging to Hares. The bank holds as collateral a first-degree lien on the contractual rights under a lease agreement regarding the property and all the company’s rights in the property, including building rights.

In 2017 and 2018, the bank granted the company loans for a development project on an area of 2.116 dunams in the Mishor Adumim Industrial Zone in the settlement of Ma'ale Adumim. The project is part of City Plan No. 420/2/2/2/5 for the division of plots on lands belonging to the Palestinian village of Khan al-Ahmar in the occupied West Bank. In December 2024, the bank granted the company an additional loan for the project, for which the bank holds as collateral a first-degree lien on the company’s contractual rights under the development contract and all other rights in the project, including building rights.
Emanuel
In February 2026, the bank granted Israeli construction company Hemdat Shomron – Entrepreneurship, based in the settlement of Ariel, two loans for a construction project of 24 housing units on 2.781 dunams of land in the settlement of Emanuel. The project is part of City Plan No. 120/6 for rezoning land use from agriculture to residential. The bank holds as collateral a first-degree lien on all the company’s contractual rights by virtue of winning the construction tender and an agreement issued by the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration.
Kiryat Arba
In January 2026, the bank granted Hemdat Shomron two loans for a construction project of 80 housing units in the settlement of Kiryat Arba across 9.465 dunams of lands belonging to the Palestinian city of Hebron. The project is part of City Plan No. 510/14/1 for development of a residential neighborhood in the settlement. The bank holds as collateral a first-degree lien on all the company’s contractual rights by virtue of winning the construction tender and an agreement issued by the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration, and the company’s rights to receive funds from the tax authorities in connection with the project on the land.
Ma’ale Efraim
In March 2025, the bank granted Hemdat Shomron a loan for a construction project on 16 plots of land across 13.781 dunam in the settlement of Ma’ale Efraim in the occupied West Bank. The project is part of City Plan No. 310/13 to regulate and designate land in a neighborhood in the settlement. The bank holds as collateral a first-degree lien on the company’s contractual rights in the property listed with the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration.
Revava
In January 2026, the bank granted Israeli construction company Shoham Israel Investment, based in the settlement of Alon Moreh, a loan for a residential project on 10.726 dunams of land in the settlement of Revava in the occupied West Bank in accordance with City Plan No. 170/4. The bank holds as collateral a first-degree lien on the company’s contractual rights in 9 apartments in the project.

In August 2025, the bank granted Israeli construction company Sarfati Shimon three loans for a construction project in the settlement neighborhood of Pisgat Ze’ev in occupied East Jerusalem. The project is part of City Plan No. 11647for the development of a residential neighborhood with 625 units in the neighborhood. The bank holds as collateral a first-degree lien on all the company’s rights to the land and the project, including all equipment and inventory, and all rights in the company’s bank account maintained for the purposes of the project.
In September 2025, the bank operated a bank account for the company for a residential and commercial project in Pisgat Ze'ev that includes 4 residential towers with 286 housing units and an employment building with commerce and public spaces.
Etz Efraim
Between 2022 and 2025, Bank Leumi provided loans for construction projects in the settlement of Etz Efraim in the occupied West Bank.
In January 2025 and July 2023, the bank granted Israeli construction company Kedma Etz Efraim loans for a construction project in the settlement of Etz Efraim on lands belonging to the Palestinian village of Mas’ha in accordance with City Plan No. 126/4. The bank holds as collateral a first-degree lien on all the company’s rights in the land and the project, including all equipment and inventory, and all rights in the company’s bank account maintained for the purposes of the project.

The project is part of City Plan No. 410/5/66 in the Givat HaTamar neighborhood in the settlement. The bank holds as collateral the company’s contractual rights in the project under a lease agreement with the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration.

In January 2024 and May 2024, the bank granted Israeli construction company Mishab Building and Development Co. loans for a construction project in the settlement of Givat Ze’ev on lands belonging to the Palestinian village of al-Jib northwest of Jerusalem in the occupied West Bank. The project is part of City Plan No. 220/26/3 for development of the settlement on lands of al-Jib. The bank holds as collateral a first-degree lien on all the company’s rights to receive funds from the tax authorities in connection with the project on the land.
Gilo
In June 2024, the bank granted Israeli construction company Bialik - Mother of the Beit Yerushalmi Group a loan for a development project in the settlement neighborhood of Gilo in occupied East Jerusalem. The project is part of City Plan No. 1905 for the development of a residential district that will encompass up to 10,000 apartments. In August 2024, the bank granted Israeli construction company Hasid Brothers Building Contracting Co. a loan for a construction project of a residential building on an area of 3.642 dunams in the settlement neighborhood of Ramot (Ramot Alon) in occupied East Jerusalem, in accordance with City Plan No. 101-0523332. The bank holds as collateral a first-degree lien on all the company's contractual rights under a lease agreement, including everything connected to the mortgaged property, and all current and future rights, including construction rights.

In June 2023, the bank granted Hasid Brothers Building Contracting Co. a loan for a development contract for the construction of hotels on an area of approximately 3.222 dunams near Armon Hanatziv Promenade in the settlement neighborhood of East Talpiot in occupied East Jerusalem, in accordance with City Plan No. 4711for the designation of the area to an area for hotels and tourism. The bank holds as collateral a first-degree lien on all the company’s Rights, including building rights, and current and future fruits arising from the real estate project.
Givat HaMatos
In July 2024, the bank granted Israeli construction company Ram Aderet – Salait two loans for a construction project of 212 housing units including 7 public housing units in the settlement neighborhood of Givat HaMatos in occupied East Jerusalem. The project is part of City Plan No. מק/14295 for construction and development on an area of 369.393 dunams in Givat HaMatos, which explicitly includes the consolidation and division of lands without the consent of their owners. In September 2021 and In October 2021, the bank granted the company additional loans for the project.
In April 2021, the bank granted Ram Aderet – Salait a loan for a construction project on 20 plots of land in Givat HaMatos. The bank holds as collateral a first-degree lien on all the company’s rights to receive funds from the tax authorities in connection with the project on the land.
Alfei Menashe
In January and August 2022, the bank granted Israeli construction company Briza BaGivaa loans for a construction project in the settlement of Alfei Menashe across 18.146 dunam of lands belonging to the Palestinian town of Azzun in the occupied West Bank. The project is part of City Plans No. 115/8 and No. 115/8/1 for the construction of 1,406 housing units in the Givat Tal neighborhood in the settlement on lands belonging to Azzun. The bank holds as collateral a first-degree lien on all the company’s rights in the land and the project.
In May 2022, the bank granted Briza BaGivaa a loan for the construction of 70 housing units in the settlement of Alfei Menashe. The bank holds as collateral a first-degree lien on the company's rights under a construction and development contract with the Ministry of Construction and Housing.
In October 2021, the bank granted Israeli construction company Ofek Engineering (Aba), based in the settlement of Tzufim, a loan for a development project in the settlement of Alfei Menashe on 5 plots on lands belonging to the Palestinian town of Azzun in the occupied West Bank. The project is part of City Plan No. 115/8/1 for the design and construction in the Givat Tal neighborhood in the settlement. The bank holds as collateral a first-degree lien on all the company's contractual rights in the land and the real estate, including building rights, according to a development contract signed with the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration.
In 2020, the bank granted Rotshtein Real Estate a loan for a construction project in the settlement of Alfei Menashe on 27.016 dunams of lands belonging to the Palestinian villages of Azzun and Kufr Thulth in the occupied West Bank. The project is part of Plan No. 1/17/115 for the development of a business park on the lands of Azzun and Kufr Thulth. The bank holds as collateral the company’s contractual and actual rights in the land and project.
Tzufim
In May 2020, the bank granted Ofek Engineering a loan for which the bank holds as collateral a first-degree mortgage on the rights in connection with a rental agreement for three houses in the settlement of Tzufim.
In 2018, the bank granted Ofek Engineering a loan for a construction project in the settlement of Tzufim on lands belonging to the Palestinian village of Jayyus. In 2016, the bank granted the company a mortgage for the purchase of a plot in the settlement of Tzufim, for which the bank holds as collateral the contractual rights in the real estate.
Beitar Ilit
In November 2021, the bank granted Israeli construction company Denefit Real Estate a loan for a construction project in the settlement of Beitar Ilit in accordance with City Plan No. 426/1/3/1 for residential development in the settlement. The bank holds as collateral a first-degree lien on all the company’s rights to receive funds from the tax authorities in connection with the project on the land.
In 2021, Bank Leumi granted Israeli company N. Nathanel a loan for a construction project of 405 housing units and a commercial area in the settlement of Beitar Illit, in accordance with Plan No. 3/426.

Atarot Industrial Zone
In 2021, Bank Leumi granted a loan to Mivneh company for plots in the Atarot Industrial Zone in occupied East Jerusalem. The bank holds as collateral the company’s contractual and actual rights in the land and project.
Ariel
In 2020, Bank Leumi provided Israeli company Turen Habayit Shelcha a mortgage for the for the construction of 85 housing units in settlement of Ariel in the occupied West Bank. The bank holds as collateral the company’s contractual and actual rights in the land and project.

Banking Services to Settlement Local and Regional Councils
Bank Leumi provides loans, credit and banking services to settlements regional and local councils in the occupied West Bank and the Syrian Golan. These loans can be used to develop infrastructure, build public facilities and provide municipal services to the residents of the settlement.
Bank Leumi has provided loans, credit facilities and various banking services for over 190 settlements in the occupied West Bank and the Syrian Golan.
These include the Gush Etzion Regional Council (consisting of 24 settlements), the Har Hevron Regional Council (consisting of 23 settlements in the South Hebron Hills area), the Jordan Valley Regional Council (consisting of 21 settlements in the Jordan Valley area), the Mateh Binyamin Regional Council (consisting of 52 settlements), the Shomron Regional Council (consisting of 33 settlements), and the settlements of Alfei Menashe, Ariel, Beit Aryeh, Beit El, Beitar Ilit, Efrat, Emanuel, Givat Zeev, Kiryat Arba, Ma’ale Adumim, and Oranit in the occupied West Bank. In addition, the bank has provided such services to the Golan Regional Council (consisting of 33 settlements) and the settlement of Katzrin in the occupied Syrian Golan.
Gush Etzion Regional Council
As of April 2026, Bank Leumi had 2 active pledge agreements with the Gush Etzion Regional Council. The Gush Etzion Regional Council consists of 24 settlements in the occupied West Bank.
In June 2016, Bank Leumi signed a pledge agreement with the Gush Etzion Regional Council for a period of 99 years (ends 2115) for which the bank holds the council’s current and future revenue up to the amount of NIS 3,250,000 as collateral.
Har Hevron Regional Council
As of April 2026, Bank Leumi had 7 active pledge agreements with the Har Hevron Regional Council. The Har Hevron Regional Council consists of23 settlements in the South Hebron Hills area in the occupied West Bank.
According to the Regional Council’s meeting protocols, in 2024, the bank provided the council with a NIS 1 million credit facilities.
In 2023, Bank Leumi and Mizrahi Tefahot Bank granted loans in the amount of NIS 16 million loan to the Har Hevron Regional Council.

In addition, the bank provided private clients with mortgages for properties on privately owned Palestinian land in an illegal Israeli outpost in the occupied West Bank.
Separation Wall
Bank Leumi provided settlement-based Israeli construction company Zalman Barashi & Bros Co. a loan for the construction and maintenance of the Separation Wall. The company is based in the Atarot Industrial Zone in occupied East Jerusalem.
In February 2015, the bank granted Zalman Barashi & Bros Co. a loan in connection with the company’s contracts with the Israeli Ministry of Defense for the construction of the Separation Wall in the northern West Bank area and for comprehensive maintenance of the Separation Wall in the so-called Jerusalem Envelope area surrounding occupied East Jerusalem in the occupied West Bank.
The Jerusalem Light Rail
Bank Leumi is the financier of the Blue Line Project of the Jerusalem Light Rail (JLR).
In April 2024, Bank Leumi was chosen to lead the financing for the construction of the Blue Line of the Jerusalem Light Rail (JLR) in an estimated amount of NIS 1 billion. The bank signed a memorandum of understanding with the partners in the project, Danya Cebus and Dan Public Transportation Company.
The JLR network connects Israeli settlements in occupied East Jerusalem to the center of the city and its western side, creating territorial continuity and easing settler movement on both sides of the Green Line, whilst expropriating Palestinian land and fragmenting Palestinian communities.
The Blue Line project, the most recent expansion of the JLR network, is intended to create transportation continuity on both sides of the Green Line, serving settlements in occupied East Jerusalem and the West Bank and facilitating their integration into the transportation network in Jerusalem. The Blue Line is to be the third and longest axis of the JLR network with a total of 53 stations of which 17 are located in the settlements of Ramat Eshkol, Ramot, Gilo, and the planned settlement, Givat Hamatos in occupied East Jerusalem. In 2020, Bank Leumi financed the establishment of the Red Line of the Jerusalem Light Rail in a joint financing agreement with Hapoalim Bank for NIS 2 billion for the Citypass Group, the previous franchisee and operator of the Jerusalem Light Rail.
Design City Mall
Bank Leumi financed the establishment of the Design City shopping complex in the Mishor Adumim Industrial Zone with NIS 250 million. The Design City mall opened in July 2021 in the Mishor Adumim Industrial Zone in the settlement of Ma’ale Adumim in the occupied West Bank. Sewage Treatment Plant
In 2016, Bank Leumi provided financing for the construction of a sewage treatment plant near Nabi Musa near Jericho in the occupied West Bank. The plant is to serve the settlement neighborhoods of Pisgat Ze'ev, Neve Ya'akov and French Hill in occupied East Jerusalem.
Mitzpe Kramim
In 2018, Bank Leumi provided mortgage loans for the purchase of real estate on Palestinian privately owned land in the Mitzpe Kramim illegal Israeli outpost in the Jordan Valley in the occupied West Bank.

Between 2012 and 2025, Bank Leumi provided All Trade Recycling with mortgages for land development in the Barkan Industrial Zone in the occupied West Bank. All Trade Recycling operates an electronic recycling plant in the Barkan Industrial Zone.
In 2012, the bank granted the company loans for two plots of land with an area of 7.524 dunams (7,524 square meters) in the Barkan Industrial Zone in the occupied West Bank, in accordance with City Plan No. 5/1/ת/130 for land rezoning to industry, for which the bank holds as collateral the company’s rights in the land and the project. In January 2025, the bank granted the company an additional loan, for which the bank holds as collateral a first-degree permanent lien on all the company's rights in all the buildings and structures in the real estate, including building rights.
Ariel West Industrial Zone
Bank Leumi financed construction in the Ariel West Industrial Zone on lands belonging to the Palestinian town of Hares in the occupied West Bank.
The bank provided loans to three Israeli construction companies for a construction project as part of City Plan No. 6/7/ת/130 for land rezoning from commercial to industrial in the Industrial Zone on Hares lands.
In March 2024 and April 2024, the bank granted Israeli construction company Estee Steel loans for the lease of 37.497 dunams in the Industrial Zone on lands belonging to Hares. The bank holds as collateral a first-degree lien on the company's contractual rights under the lease agreement, including everything attached to the mortgaged assets and all fruits and other rights, including building rights.
In March and April 2024, the bank granted Israeli construction company Leo Properties loans for construction in the Industrial Zone across 37.497 dunams of lands belonging to Hares. The bank holds as collateral a first-degree lien on the contractual rights under a lease agreement regarding the property and all the company’s rights in the property, including building rights.

Mishor Adumim Industrial Zone
Between 2014 and 2024, Bank Leumi provided Israeli construction company Beton Atarot loans for the company’s facility in the Mishor Adumim Industrial Zone in the occupied West Bank.
In 2017 and 2018, the bank granted the company loans for a development project on an area of 2.116 dunams in the Mishor Adumim Industrial Zone in the settlement of Ma'ale Adumim. The project is part of City Plan No. 420/2/2/2/5 for the division of plots on lands belonging to the Palestinian village of Khan al-Ahmar in the occupied West Bank. In December 2024, the bank granted the company an additional loan for the project, for which the bank holds as collateral a first-degree lien on the company’s contractual rights under the development contract and all other rights in the project, including building rights.
Emanuel
In February 2026, the bank granted Israeli construction company Hemdat Shomron – Entrepreneurship, based in the settlement of Ariel, two loans for a construction project of 24 housing units on 2.781 dunams of land in the settlement of Emanuel. The project is part of City Plan No. 120/6 for rezoning land use from agriculture to residential. The bank holds as collateral a first-degree lien on all the company’s contractual rights by virtue of winning the construction tender and an agreement issued by the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration.
Kiryat Arba
In January 2026, the bank granted Hemdat Shomron two loans for a construction project of 80 housing units in the settlement of Kiryat Arba across 9.465 dunams of lands belonging to the Palestinian city of Hebron. The project is part of City Plan No. 510/14/1 for development of a residential neighborhood in the settlement. The bank holds as collateral a first-degree lien on all the company’s contractual rights by virtue of winning the construction tender and an agreement issued by the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration, and the company’s rights to receive funds from the tax authorities in connection with the project on the land.
Ma’ale Efraim
In March 2025, the bank granted Hemdat Shomron a loan for a construction project on 16 plots of land across 13.781 dunam in the settlement of Ma’ale Efraim in the occupied West Bank. The project is part of City Plan No. 310/13 to regulate and designate land in a neighborhood in the settlement. The bank holds as collateral a first-degree lien on the company’s contractual rights in the property listed with the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration.
Revava
In January 2026, the bank granted Israeli construction company Shoham Israel Investment, based in the settlement of Alon Moreh, a loan for a residential project on 10.726 dunams of land in the settlement of Revava in the occupied West Bank in accordance with City Plan No. 170/4. The bank holds as collateral a first-degree lien on the company’s contractual rights in 9 apartments in the project.

In August 2025, the bank granted Israeli construction company Sarfati Shimon three loans for a construction project in the settlement neighborhood of Pisgat Ze’ev in occupied East Jerusalem. The project is part of City Plan No. 11647for the development of a residential neighborhood with 625 units in the neighborhood. The bank holds as collateral a first-degree lien on all the company’s rights to the land and the project, including all equipment and inventory, and all rights in the company’s bank account maintained for the purposes of the project.
In September 2025, the bank operated a bank account for the company for a residential and commercial project in Pisgat Ze'ev that includes 4 residential towers with 286 housing units and an employment building with commerce and public spaces.
Etz Efraim
Between 2022 and 2025, Bank Leumi provided loans for construction projects in the settlement of Etz Efraim in the occupied West Bank.
In January 2025 and July 2023, the bank granted Israeli construction company Kedma Etz Efraim loans for a construction project in the settlement of Etz Efraim on lands belonging to the Palestinian village of Mas’ha in accordance with City Plan No. 126/4. The project is part of City Plan No. 410/5/66 in the Givat HaTamar neighborhood in the settlement. The bank holds as collateral the company’s contractual rights in the project under a lease agreement with the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration.
Givat Ze’ev
In January 2024 and May 2024, the bank granted Israeli construction company Mishab Building and Development Co. loans for a construction project in the settlement of Givat Ze’ev on lands belonging to the Palestinian village of al-Jib northwest of Jerusalem in the occupied West Bank. The project is part of City Plan No. 220/26/3 for development of the settlement on lands of al-Jib. The bank holds as collateral a first-degree lien on all the company’s rights to receive funds from the tax authorities in connection with the project on the land.
Gilo
In June 2024, the bank granted Israeli construction company Bialik - Mother of the Beit Yerushalmi Group a loan for a development project in the settlement neighborhood of Gilo in occupied East Jerusalem. The project is part of City Plan No. 1905 for the development of a residential district that will encompass up to 10,000 apartments. The bank holds as collateral a first-degree mortgage on the lease of 3 plots of land, including everything attached to them, and all the company’s rights in the property, including building rights.
In March 2024, the bank granted the company a loan for an additional construction project of 35 housing units across 2.826 dunam of land in the settlement neighborhood of Gilo in occupied East Jerusalem. The project is part of City Plan No. 13157 for the establishment of a new residential neighborhood in Gilo with a total of 900 housing units. The bank holds as collateral a first-degree lien on all the company's rights in connection with the land and the project.
Ramot Alon
In August 2024, the bank granted Israeli construction company Hasid Brothers Building Contracting Co. a loan for a construction project of a residential building on an area of 3.642 dunams in the settlement neighborhood of Ramot (Ramot Alon) in occupied East Jerusalem, in accordance with City Plan No. 101-0523332. The bank holds as collateral a first-degree lien on all the company's contractual rights under a lease agreement, including everything connected to the mortgaged property, and all current and future rights, including construction rights.
In March 2024 and March 2023, the bank granted Hasid Brothers two loans in connection with a development project of a residential complex and public buildings on 3 plots of land in the settlement neighborhood of Ramot in occupied East Jerusalem, for which the bank holds as collateral a first-degree lien on all the company’s rights in the land and the project.
Armon Hanatziv (East Talpiot)
In June 2023, the bank granted Hasid Brothers Building Contracting Co. a loan for a development contract for the construction of hotels on an area of approximately 3.222 dunams near Armon Hanatziv Promenade in the settlement neighborhood of East Talpiot in occupied East Jerusalem, in accordance with City Plan No. 4711for the designation of the area to an area for hotels and tourism. The bank holds as collateral a first-degree lien on all the company’s Rights, including building rights, and current and future fruits arising from the real estate project.
Givat HaMatos
In July 2024, the bank granted Israeli construction company Ram Aderet – Salait two loans for a construction project of 212 housing units including 7 public housing units in the settlement neighborhood of Givat HaMatos in occupied East Jerusalem. The project is part of City Plan No. מק/14295 for construction and development on an area of 369.393 dunams in Givat HaMatos, which explicitly includes the consolidation and division of lands without the consent of their owners. In September 2021 and In October 2021, the bank granted the company additional loans for the project.
In April 2021, the bank granted Ram Aderet – Salait a loan for a construction project on 20 plots of land in Givat HaMatos. The bank holds as collateral a first-degree lien on all the company’s rights to receive funds from the tax authorities in connection with the project on the land.
Alfei Menashe
In January and August 2022, the bank granted Israeli construction company Briza BaGivaa loans for a construction project in the settlement of Alfei Menashe across 18.146 dunam of lands belonging to the Palestinian town of Azzun in the occupied West Bank. The project is part of City Plans No. 115/8 and No. 115/8/1 for the construction of 1,406 housing units in the Givat Tal neighborhood in the settlement on lands belonging to Azzun. The bank holds as collateral a first-degree lien on all the company’s rights in the land and the project.

In October 2021, the bank granted Israeli construction company Ofek Engineering (Aba), based in the settlement of Tzufim, a loan for a development project in the settlement of Alfei Menashe on 5 plots on lands belonging to the Palestinian town of Azzun in the occupied West Bank. The project is part of City Plan No. 115/8/1 for the design and construction in the Givat Tal neighborhood in the settlement. The bank holds as collateral a first-degree lien on all the company's contractual rights in the land and the real estate, including building rights, according to a development contract signed with the Commissioner of Abandoned and Government Property in the West Bank in the Civil Administration.
In 2020, the bank granted Rotshtein Real Estate a loan for a construction project in the settlement of Alfei Menashe on 27.016 dunams of lands belonging to the Palestinian villages of Azzun and Kufr Thulth in the occupied West Bank. The project is part of Plan No. 1/17/115 for the development of a business park on the lands of Azzun and Kufr Thulth. The bank holds as collateral the company’s contractual and actual rights in the land and project.
Tzufim
In May 2020, the bank granted Ofek Engineering a loan for which the bank holds as collateral a first-degree mortgage on the rights in connection with a rental agreement for three houses in the settlement of Tzufim.
In 2018, the bank granted Ofek Engineering a loan for a construction project in the settlement of Tzufim on lands belonging to the Palestinian village of Jayyus. In 2016, the bank granted the company a mortgage for the purchase of a plot in the settlement of Tzufim, for which the bank holds as collateral the contractual rights in the real estate.
Beitar Ilit
In November 2021, the bank granted Israeli construction company Denefit Real Estate a loan for a construction project in the settlement of Beitar Ilit in accordance with City Plan No. 426/1/3/1 for residential development in the settlement. The bank holds as collateral a first-degree lien on all the company’s rights to receive funds from the tax authorities in connection with the project on the land.
In 2021, Bank Leumi granted Israeli company N. Nathanel a loan for a construction project of 405 housing units and a commercial area in the settlement of Beitar Illit, in accordance with Plan No. 3/426.

Atarot Industrial Zone

In 2020, Bank Leumi provided Israeli company Turen Habayit Shelcha a mortgage for the for the construction of 85 housing units in settlement of Ariel in the occupied West Bank. The bank holds as collateral the company’s contractual and actual rights in the land and project.

Banking Services to Settlement Local and Regional Councils
Bank Leumi provides loans, credit and banking services to settlements regional and local councils in the occupied West Bank and the Syrian Golan. These loans can be used to develop infrastructure, build public facilities and provide municipal services to the residents of the settlement.
Bank Leumi has provided loans, credit facilities and various banking services for over 190 settlements in the occupied West Bank and the Syrian Golan.
These include the Gush Etzion Regional Council (consisting of 24 settlements), the Har Hevron Regional Council (consisting of 23 settlements in the South Hebron Hills area), the Jordan Valley Regional Council (consisting of 21 settlements in the Jordan Valley area), the Mateh Binyamin Regional Council (consisting of 52 settlements), the Shomron Regional Council (consisting of 33 settlements), and the settlements of Alfei Menashe, Ariel, Beit Aryeh, Beit El, Beitar Ilit, Efrat, Emanuel, Givat Zeev, Kiryat Arba, Ma’ale Adumim, and Oranit in the occupied West Bank. In addition, the bank has provided such services to the Golan Regional Council (consisting of 33 settlements) and the settlement of Katzrin in the occupied Syrian Golan.
Gush Etzion Regional Council
As of April 2026, Bank Leumi had 2 active pledge agreements with the Gush Etzion Regional Council. The Gush Etzion Regional Council consists of 24 settlements in the occupied West Bank.
In June 2016, Bank Leumi signed a pledge agreement with the Gush Etzion Regional Council for a period of 99 years (ends 2115) for which the bank holds the council’s current and future revenue up to the amount of NIS 3,250,000 as collateral.
Har Hevron Regional Council
As of April 2026, Bank Leumi had 7 active pledge agreements with the Har Hevron Regional Council. The Har Hevron Regional Council consists of23 settlements in the South Hebron Hills area in the occupied West Bank.
According to the Regional Council’s meeting protocols, in 2024, the bank provided the council with a NIS 1 million credit facilities.
In 2023, Bank Leumi and Mizrahi Tefahot Bank granted loans in the amount of NIS 16 million loan to the Har Hevron Regional Council.

Branches in Settlements
Bank Leumi operates branches and automated banking services machines in settlements in the occupied West Bank, East Jerusalem and the Syrian Golan.
These include the settlements of Beitar Ilit, Efrat, Karnei Shomron, Kiryat Arba, Ma’ale Adumim, and Modiin Ilit in the occupied West Bank; the settlement neighborhoods of Gilo, Pisgat Zeev, Ramot, and Ramot Eshkol in occupied East Jerusalem; and the settlement of Katzrin in the Syrian Golan.
Palestinian Captive Market
Bank Leumi benefits from access to the Palestinian banking market as a captive market. The bank operates a branch in Ali Iben Abu Taleb Street in occupied East Jerusalem.

Bank Leumi provides financial advice services for soldiers in service.
