A publicly traded Israeli information technology services company. The company provides consulting, developing, and implementing services worldwide to the high-tech, banking, finance, insurance, retail, and commerce industries.

The company is a supplier of a wide range of computing services, computers, and equipment to the Israeli Ministry of Defense, the Coordinator of Government Activities in the Territories (COGAT), the Israeli Civil Administration (ICA) in the West Bank, and the Israeli military District Coordination and Liaison (DCL) Gaza. The company has also provided services to the Israel Prison Service.

Meitar Biometric System

One Software provides the Israeli Civil Administration with Information Technology (IT) consultancy, management and maintenance services for Meitar System, a biometric identification system deployed at checkpoints in the occupied West Bank.

The Meitar System has been used by the Israeli Civil Administration (ICA) to issue biometric ID cards that Palestinians are compelled to use at Israeli checkpoints in the occupied West Bank.

The biometric cards contain personal identifying information that is stored in the "Rolling Stone" system, a population registration system of the Palestinian population in the West Bank, operated by the Israeli military ICT and Cyber unit. The data can be used for intelligence purposes. The use of biometric identification technology by the Israeli military in checkpoints is part of the deployment of surveillance practices and technologies used for population control and spatial monitoring of Palestinians by Israel.  

In January 2021, One Technologies provided the ICA with a manager for the Meitar System for NIS 335,998. In June 2020, the company provided the ICA with a manager for the Meitar System for NIS 692,183. Between 2017 and 2020, One Software won several tenders to supply IT consultants and management for the Meitar system for over NIS 800,000.

In addition, through its fully owned subsidiaries, Taldor Consultants Ltd., Taldor Computer Systems (1986) Ltd., and Harel Information Technologies Ltd., the company provided the ICA with managers, content experts, and computer consultant field technicians for the Meitar System, as well as maintenance, repair and upgrade services for biometric queue kiosks for the Meitar System.

Between 2023 and 2024, Taldor Consultants provided the ICA with a Computer Consultant: Field Technician for the Meitar System for NIS 424,008. Between 2022 and 2023, Taldor Consultants provided the ICA with a Computer Consultant: Field Technician for the Meitar System for NIS 384,699. Between 2021 and 2022, Taldor Consultants provided the ICA with a Meitar System Content Expert for NIS 173,113. Between 2020 and 2021, Taldor Consultants provided the ICA a Computer Consultant: Field Technician for the Meitar System for NIS 273,611. Between 2019 and 2020, Taldor Consultants provided the ICA a Computer Consultant: Field Technician for the Meitar System for NIS 330,389. Between 2018 and 2019, Taldor Consultants provided the ICA with a Computer Consultant: Field Technician for the Meitar System NIS 233,766.

In 2021, Taldor Computer Systems provided the ICA with repair services for kiosks for the Meitar biometric project for NIS 28,009.

In 2018, Harel Information Technologies provided the ICA with computers for Meitar System for NIS 72,914.

Between 2018 and 2021, One Software's fully owned subsidiary, Taldor Communication, won several tenders from the ICA to provide consulting services for the Meitar System and maintenance services for queuing systems as part of a biometric project in the West Bank.

Harel Information Technologies

One Software's fully owned subsidiary, Harel Information Technologies, provides computers and computing services to the Israel Civil Administration in the occupied West Bank, the District Coordination and Liaison Office (DCL) in Gaza, and the Israeli Ministry of Defense Coordinator of Government Activities in the Territories.

Services to the Israeli Civil Administration in the occupied West Bank

The company provides computers, computing services and equipment to the Israel Civil Administration (ICA) headquarters located near the settlement of Beit El in the occupied West Bank.

In June 2024, Harel provided the ICA with workstations computers and mini desktop computers for NIS 104,975. In March 2024, Harel provided the ICA with computers for NIS 117,436.

In October 2023, Harel provided the ICA with computers, laptops and transformers for NIS 321,224. In July 2023, Harel provided the ICA with computers for a biometric project and operation and maintenance services for NIS 109,996. In May 2023, Harel provided the ICA with televisions for the ICA Communication Unit for NIS 14,245. In February 2023, the company provided communication converters for NIS 43,456.

In October 2022, Harel provided the ICA with screens configuration and desktop computers for the ICA Water Unit for NIS 285,877. In June 2022, the company provided computers and computer screens for NIS 155,603. In February 2022, the company provided laptops, screens and HP toners for NIS 91,398.

In 2021, Harel provided the ICA with computers, toners, laptops and minicomputers for NIS 417,255. In 2020, the company provided computers for NIS 313,339. In 2019, the company provided laptops, lab equipment, server warranty and toners for NIS 454,549.

Between 2017 and 2020, Harel Information Technologies won several tenders to provide computers and ICT equipment to DCL Gaza and to the ICA in the West Bank. Between 2015 and 2018, Harel provided the ICA with computers and computing equipment for a total amount of NIS 1,778,652.

Also in 2015, the company provided equipment for Basel System for NIS 25,758.

Gaza District Coordination and Liaison Office

the District Coordination and Liaison Office (DCL) in Gaza, the Israeli military coordination office responsible for implementing the Israeli government's civilian policy in the besieged Gaza. The office controls and manages the movement of Palestinians in and out of Gaza.

The unit is subordinate to the Coordination of Government Activities in the Territories (COGAT) and its office is located adjacent to the Israeli Erez Checkpoint, which has been the only crossing for the movement of people between the besieged Gaza and Israel and the West Bank.

In February 2024, Harel provided DCL Gaza with computing services for NIS 4,904. In January 2024, Harel provided DCL Gaza with desktop computers for NIS 56,252.

In November 2023, Harel provided DCL Gaza with computing services for NIS 292.5. In October 2023, Harel provided repair services for NIS 292.5. In September 2023, the company provided computers for NIS 44,414.

In 2022, Harel provided DCL Gaza with Computers for NIS 12,201. In 2021, the company provided computers for NIS 17,157. In 2020, the company provided computers for NIS 27,902. In 2019, the company provided printers for NIS 9,348. Between 2016 and 2018, the company provided computers for a total amount of NIS 248,961.

Coordinator of Government Activities in the Territories

Since at least 2015, Harel has provided the Coordinator of Government Activities in the Territories (COGAT) with computing and IT services and equipment, including for biometric projects and biometric identification for permits required for movement in the occupied West Bank and Gaza. COGAT's headquarters is located in the Kirya military compound in Tel Aviv.

Harel has also provided computing and information centralization services for the "Basel System", a biometric identification system previously deployed at checkpoints in the West Bank and Gaza. The system, designed to control the entry of Palestinians from the oPt to Israel, involved the issuance of magnetic cards with extensive biometric information (fingerprints, retinal and facial data).

In November 2023, Harel provided COGAT with computing services for NIS 2,000. In October 2023, Harel provided COGAT with desktop computers and screens for NIS 286,740. July 2023, the company provided printers and toners for NIS 1,003. In May 2023, the company provided computers for NIS 27,653.

In September 2022, Harel provided COGAT with computing services for NIS 3,538. In August 2022, Harel provided COGAT with computers for NIS 55,484. In June 2022, the company provided laptops for NIS 4,924. In March 2022, the company provided computing services for NIS 3,442. In February, the company provided toners for NIS 35,128.

In 2021, Harel provided COGAT with computers, laptops, workstations and toners for NIS 146,018. In 2020, Harel provided COGAT with computers and toners for NIS 178,133.

Between 2015 and 2019, Harel provided COGAT with printers, computers, and computing equipment for a total amount of NIS 523,667.

Services to the Israeli Ministry of Defense

In June 2018, Taldor won a NIS 550 million tender from the Israeli Ministry of Defense (IMOD) to serve as the main ICT services contractor in the military ICT Technology Center, Kiryat HaTikshuv, in Beer Sheva for a period of 25 years. The project was part of the IMOD relocation plan of the military technology units, including the ICT Corps’ technology unit, the Air Force’s technology unit and the Southern Command headquarters, to the Naqab region. Taldor won the tender together with a company controlled by Shikun & Binui Group and Africa Israel.

In November 2024, One Software developed for the IMOD a mobile application that allows precise navigation to graves in military plots in cemeteries. The application was developed by the company in collaboration with the ICT Division and the Defense Procurement Administration at the Ministry of Defense.

In December 2024, the company launched a new campaign in which it pledged to offer employment to every Orthodox (Haredi) serving in the Israeli army. According to the company, every young Haredi who enlists in the army, regardless of the position or length of time they serve, will receive a job offer from the company upon their discharge.

Services to the Israel Prison Service

The company’s fully owned subsidiary, Harel Information Technologies, had over 130 engagements with the Israel Prison Service worth NIS 16,020,447, which included the purchase of desktop computers and monitors for NIS 8,753,832, purchase of storage systems and backup software for NIS 1,145,251, servers for NIS 649,052, and communication services for NIS 1,347,795.
