CEMEX S.A.B. de C.V., also known as Cemex, is a Mexican multinational building materials company, operating in the production, distribution, marketing and sale of cement, ready-mix concrete, aggregates and clinker. 

CEMEX owns the Israeli company Readymix Industries, which operates a branch for the sale of ready-mixed concrete in the settlement of Mevo Horon in the occupied West Bank and has provided concrete elements for construction of infrastructure in the occupied West Bank. 

According to CEMEX, on January 2, 2022, the company sold two of its concrete plants, located in Atarot Industrial Zone in occupied East Jerusalem and in Mishor Adumim settlement Industrial Zone in the occupied West Bank. The plants were sold to a third party, Future Concrete Ltd.

On December 12, 2022, a shipping certificate from Future Concrete, from Readymix previously-owned plant in Atarot, was documented for the provision of concrete to Readymix. The certificate was for the supply of concrete to a construction site in Gilo settlement neighborhood in occupied East Jerusalem.

On January 12, 2022, a similar shipping certificate to Readymix from the same plant in Atarot was documented, for the supply of concrete to a construction site in Pisgat Ze’ev settlement neighborhood in occupied East Jerusalem.

On January 4, 2022, a shipping certificate to Readymix was documented for the purchase of concrete from Future Concrete’s plant in Mishor Adumim.

Following the sale the two production plants, CEMEX maintains that it does not operate any production facilities in the West Bank anymore.

Readymix has provided concrete elements for the construction of settlements and outposts in the occupied West Bank; the construction of military checkpoints in the occupied West Bank, among them the Huwara and Azzun-Atma checkpoints; a security wall along Gilo Bridge in the occupied West Bank. Concrete elements of the company were also used for the construction of the Jerusalem Light Rail, which connects settlements in occupied East Jerusalem.
