A publicly traded Israeli telecommunications service provider. Bezeq Group is the main provider of communications services in Israel. Bezeq Group supplies a broad range of telecommunication services and other services, including domestic fixed-line, internet infrastructure and access services, cellular services, international communications services, multichannel television broadcasts by satellite and over the internet (OTT), call center services, maintenance and development of communications infrastructures, communications services to other communications providers, television and radio broadcasts, supply and maintenance of equipment, and services on customer premises.

Through its fully owned subsidiaries, the Bezeq Group provides telecommunication, cellular, and internet services and infrastructure to Israeli settlements, the Israeli military, the Israel Police and the Israel Prison Service.

Services to Settlements 

The company has a domestic carrier license to operate in the occupied West Bank. On October 26, 2020, Bezeq was issued a general license by the Israeli Ministry of Communications and the Israeli Civil Administration (ICA) in the West Bank to operate and provide domestic fixed-line telecommunication services in the occupied West Bank. The company has operated in Area C for 36 years with no official license, The operating license regulates Bezeq's activities in the occupied West Bank, including determining the conditions and obligations to which the company is subject to when operating in the area, as well as granting supervisory and enforcement powers, and official approval for the deployment of infrastructure in the area. 

In September 2025, Bezeq announced a large-scale infrastructure project to upgrade communications networks in settlements in the occupied West Bank and the Syrian Golan. Bezeq, in cooperation with the government-owned company National Roads Company of Israel (Netivei Israel), will connect settlements in the West Bank and the Syrian Golan to optical fibers. As part of the project, the company will lay optical fibers along over 1,000 kilometers and build new infrastructure to provide high-speed internet connections for the settlements' residents, along with improved cellular coverage and support for smart transportation solutions. The project is designed to allow residents of the settlements an ultra-fast internet connection based on fiber infrastructure, which will also serve as a basis for implementing advanced technologies such as traffic cameras, smart sensors, and real-time monitoring to improve road safety. The work will focus mainly on road routes in mountainous areas, where internet access is currently limited and uses only radio waves.

Bezeq operates a store in the Atarot shopping center in the Atarot Industrial Zone in occupied East Jerusalem. In addition, the company operates a store in the Nur ad-Din street in occupied East Jerusalem. 

According to Bezeq’s annual report, the company owns 64 properties in settlements in the occupied West Bank.

Infrastructure Projects

Between 2012 and 2021, Bezeq provided external infrastructure and utilities for the expansion of the settlements of Beitar Illit and Efrat in the occupied West Bank. 

In 2012, Who Profits documented Bezeq infrastructure in the settlements of Geva Benyamin and Oranit in the occupied West Bank. In 2008, Who Profits documented Bezeq service boxes at the Jubara Checkpoint near the city of Tulkarem in the occupied West Bank. 

Pelephone cellular services to settlements 

Through its fully owned subsidiary, Pelephone Communications, Bezeq provides cellular services to settlements, to the Israeli military, including the Israeli Civil Administration (ICA) in the occupied West Bank the Coordinator of Government Activities in the Territories (COGAT), and the Israeli military District Coordination and Liaison in Gaza (DCL), and the Israel Police and the Israel Prison Service. In addition, the company provides services to all Israeli government ministries and to the government-owned weapons manufacturer, Rafael Advanced Defense Systems. 

Pelephone holds a license to provide cellular services in settlements in the occupied West Bank, valid until September 2032.

Pelephone operates at least 160 active cellular antennas on occupied land in the occupied West Bank, East Jerusalem, and the Syrian Golan.

These include cellular antennas in the settlements of: Karmei Tzur, Kiryat Sefer, Hashmonaim, Halamish, Mavo Dotan, Karnei Shormon, Mehola, Dolev, Shim'a, Givat Ze’ev, Gush Etzion, Beitar Illit, Elkana, Etz Efraim, Alfei Menashe, Kfar Tapuach, Ofarim, Har Adar, Efrat, Har Hevron, Ma’ale Adumim, Rechelim, Mateh Binyamin, Ma’ale Levonah, Migdalim, Eshkolot, Malkishua, Ariel, Almog, Vered Yeriho, Beit Zait, Kochav Ya’akov, Modiin Illit, Na’ala, Negohot, Geva Binyamin, Kiryat Arba, Beit El, Mitzpe Yeriho, Talmon, Beit Haggai, Ofra, Nofim, Almon (Anatot), Metzudat Yehuda, Neve Daniel, Psagot, Kermei Tzur, Nokdim, Na’ama, Gva’aot, Adora, Kdumim, Yitzhar, Rosh Tzurim, Petza’el, Sali’it, Alon, Beit Aryeh, Carmel, Kfar Etzion, Otniel, Oranit, Emmanuel, and Avnei Hefetz in the occupied West Bank; and the settlement neighborhoods of Neve Ya'akov, Pisgat Ze’ev, Har Homa, and Har Gilo in occupied East Jerusalem. 

In addition, the company operates cellular antennas in the settlements of Neot Golan, Ramat Magshimim, Natur, Katzrin, Meitsar, Alonei Habashan, Ma’ale Hermon, Odem, Giva’at Yoav, Sha’al, Neve Ativ, Kidmat Tzvi, Ein Zivan, and Qela Alon in the Syrian Golan. 

Additionally, the company operates cellular antennas in the Barkan Industrial Zone, Hermesh Industrial Zone, Peduel Industrial Zone, and Karnei Shomron Industrial Zone in the West Bank, and in the Katzrin Industrial Zone in the occupied Syrian Golan. In addition, the company has 3 additional antennas near the Syrian Druze villages of Buka’ata, Majdal Shams and Masa’ada in the occupied Syrian Golan. 

Moreover, Pelephone operates a service and sales center in the settlement neighborhood of Pisgat Ze'ev in occupied East Jerusalem.

YES TV and Communications Services- services to settlements

Through its fully owned subsidiary, YES TV and Communications Services (also known as "Yes"), Bezeq provides multi-channel satellite and online television transmissions to subscribers in the occupied West Bank. The company holds a license for satellite television broadcasting in the West Bank, valid through February 2026, subject to the Israeli Civil Administration (ICA). Any request for the extension of the license is subject to the ICA.

Bezeq International

In 2019, the University of Ariel awarded Cellcom and Bezeq International a tender for the provision of Internet services.

Palestinian Captive Market

Bezeq enjoys access to the Palestinian market as a captive market. 

The company provides services to Palestinian communication providers who are dependent on Israeli providers. Lacking the proper infrastructure for their services, Palestinian telecommunication providers rely on Bezeq for infrastructure services. Bezeq also provides connection to its network, billing services, leasing of space, and services in leased premises.

While the Paris Protocol (the economic annex to the Oslo Accords) grants the Palestinian Authority the right to build and operate an independent telecommunication infrastructure, Israel controls the allocation of frequency spectrum and the imports of ICT equipment, and restricts Palestinian access to Area C, leading to a crippled Palestinian telecommunication sector, one that is held captive by the Israeli market.

Services to the Israeli Military 

Through its fully owned subsidiaries, Bezeq provides cellular and communication services and equipment for the military Israeli Coordinator of Government Activities in the Territories (COGAT), including the Israeli Civil Administration (ICA) in the occupied West Bank, and the Israeli military District Coordination and Liaison (DCL or DCO) Gaza. 

Services to the Coordinator of Government Activities in the Territories (COGAT)

Bezeq:

Between May 2024 and June 2025, Bezeq provided COGAT with communications services worth NIS 4,095.

Between July 2023 and December 2024, Bezeq provided COGAT with communications services worth NIS 4,000.

In January 2023 Bezeq provided COGAT with communications services worth NIS 9,547.

Between November 2022 and June 2024, Bezeq provided COGAT with communications services worth NIS 3,000.

In September 2022, Bezeq provided COGAT with communications services worth NIS 7,540.

Bezeq International:

In June 2024, Bezeq International provided COGAT with internet services worth NIS 4,895.

In December 2023, Bezeq International provided COGAT with communications services worth NIS 17,960.

In May 2023, Bezeq International provided COGAT with internet services worth NIS 32,909.

In November 2022, Bezeq International provided COGAT with internet services worth NIS 9,670.

Services to the Israeli Civil Administration (ICA):

Bezeq and its subsidiaries provide communications, cellular, and internet services to the Israeli Civil Administration (ICA) in the West Bank, headquartered in the settlement of Beit El. 

Bezeq:

In December 2022, Bezeq provided the ICA with phone and land line services worth NIS 449,999

Between May 2022 and January 2024, Bezeq provided the ICA with internet services worth NIS 19,740.

In 2021, Bezeq received an exemption from tender to provide the Israeli Civil Administration (ICA) in the occupied West Bank, with landline communication services until the end of 2022.

 Bezeq International:

Between March 2024 and December 2024, Bezeq International provided the ICA with a central phone communications worth NIS 248,957.

Between December 2022 and December 2023, Bezeq International provided the ICA with a central phone communications worth NIS 219,889

Between March 2022 and April 2022, Bezeq International provided the ICA with services worth NIS 9,360.

In 2021, Bezeq International was contracted by the ICA to provide maintenance work for operators in its facilities until the end of 2022.

Pelephone:

Pelephone Communications, operates cellular antennas at 12 ICA sites in the West Bank, including in the settlements of Beit El, Kiryat Arba, Har Hevron, Hashmonaim, Mateh Binyamin, and Oranit, at the Anatot Camp military base near the the Palestinian town of Anata, in the Palestinian town of Azzun, and in the city of Hebron. 

 

Services to the military District Coordination and Liaison (DCL or DCO) Gaza:

Bezeq:

In August 2024, Bezeq was contracted to provide DCL Gaza with communications services until December 2025 for NIS 50,000.

In August 2024, Bezeq provided DCL Gaza with communications services worth NIS 4,319.

In June 2024, Bezeq provided DCL Gaza with internet services worth NIS 1,424.

In March 2024, Bezeq provided DCL Gaza with communications services worth NIS 7,399.

In December 2023, Bezeq provided DCL Gaza with communications services worth NIS 16,946.

In December 2022, Bezeq provided DCL Gaza with communications services worth NIS 85,742.

Between November 2022 and December 2024, Bezeq provided DCL Gaza with phone services worth NIS 40,000

Bezeq International:

In January 2024, Bezeq International provided DCL Gaza with international communications services worth NIS 5,850.

In November 2022, Bezeq International provided DCL Gaza with communications services worth NIS 46,260

 

Servies to the Isreal Prison Service 

Through its fully owned subsidiaries, Bezeq has provided telecommunication services and equipment for the Israel Prison Service (IPS), including a detention facility in the occupied West Bank where Palestinian prisoners are held.

Bezeq:

Between 2016 and 2021, Pelephone provided the IPS with cellular services worth NIS 12,406,112. The company provided communication services, mobile lines and phones, and accompanying equipment.

Bezeq International:

Between 2017 and 2019, Bezeq International provided services for the IPS worth NIS 11,658,272, including purchase of land line and mobile phones, line licenses, maintenance and technical services, software security and installation. 

In 2018, Bezeq International provided services for the construction of two wings in Ofer Prison, an Israeli military incarceration facility and military court located in the occupied West Bank, where Palestinian prisoners and administrative detainees are held. 

Pelephone:

Between 2016 and 2021, Pelephone provided the IPS with cellular services worth NIS 12,406,112. The company provided communication services, mobile lines and phones, and accompanying equipment.

In July 2025, Bezeq Group announced that it is evaluating the possibility of deploying a new submarine cable linking Israel to strategic landing points in Europe. The cable, stretching thousands of kilometers, is expected to significantly increase Internet traffic capacity and enable the transmission of hundreds of terabits between Israel and Europe.
