Both licenses were granted to the company by the Israeli Civil Administration in the occupied West Bank.
In February 2026, Partner was contracted by the Ministry of Construction and Housing, with exemption from tender, for planning and implementing the relocation of infrastructure owned by the company in public areas in 22 localities, including the settlements of Efrat, Beit El, Beitar Illit, Givat Ze'ev, Geva Binyamin, Ma'ale Adumim, Ma'ale Ephraim, Kiryat Arba, and Har Hevron in the occupied West Bank, for NIS 6 million.
In 2022, Partner won a tender from the Beitar Illit settlement Municipality in the occupied West Bank for the supply, installation, training, and conversion of email server data.

Partner operates two customer services centers in the occupied East Jerusalem, in the Atarot IZ and near the French Hill settlement neighborhood.
P.H.I. Networks
Through its Limited Partnership with Hot Telecommunication, P.H.I. Networks (2015) LP, Partner operates cellular radio infrastructure in the occupied West Bank, East Jerusalem and the Syrian Golan.
P.H.I. Networks (2015) LP was established by Partner and Hot Telecommunication to manage and operate a unified cellular antenna network for both companies in a network sharing model. P.H.I. holds a special license to provide cellular radio infrastructure services in “areas populated by Israeli citizens” (i.e. Israeli settlements) in the occupied West Bank. The license is valid until June 2030.
As of July 2026, P.H.I. operates over 245 active cellular antennas in the occupied West Bank, East Jerusalem and the Syrian Golan.

Checkpoints
Some of the company's cellular antennas are located at Israeli checkpoints in the occupied West Bank and East Jerusalem, including the Hizma, Qalandiya and Tarquimya checkpoints, the Allenby Bridge Crossing, which is the only access for West Bank Palestinian residents to travel abroad, and the Erez Checkpoint, located at the northern end of the Gaza Strip.
Captive Market
Some of the company's cellular antennas and infrastructure are located in Palestinian neighborhoods in occupied East Jerusalem, including Beit Hanina and Abu Tor, an area where Palestinian cellular companies' activity is restricted. In this way, Partner benefits from the structural advantages of Israeli cellular service providers over Palestinian competitors in the Palestinian market, which constitutes a captive market.
Services to the Israeli Military
In 2019, Partner was the only company with full cellular coverage in the occupied West Bank and provided its cellular services to the Israeli military. The company established cellular sites at military bases in the West Bank.
Services to the Coordinator of Government Activities in the Territories
Partner provides telecommunication and internet services to Israeli military Coordinator of Government Activities in the Territories (COGAT), including to the Israeli Civil Administration (ICA) in the occupied West Bank and the District Coordination Office (DCO) for Gaza.
In 2023 and 2024, Partner was contracted by ICA to provide fax-to-mail services to its headquarters in the settlements of Beit El for NIS 9,196 and NIS 5,940, respectively.
In 2023, the company was contracted by DCO Gaza to provide communication services for NIS 14,040. In 2022, the company was contracted by DCO Gaza to provide landline network calls within Israel for NIS 26,910. Between 2017 and 2020, Partner won several tenders for the operation and maintenance of communications and internet services for the Gaza DCO.
Services for Soldiers
Partner "adopts" Israeli military combat units that operated in Gaza during the genocide and provides soldiers with cellular equipment and services. In addition, the company offers special cell phone packages for soldiers.
In June 2023, Partner renewed its adoption agreement of two Israeli military combat units, which it has been adopting for 16-18 years as part of the "Adopt a Fighter" project. Partner adopts the "Azuz" Battalion, part of the 460th Brigade, which trains Armored Corps fighters on the Merkava Mark 4 tank and took an extensive part in numerous operations in the Gaza Strip during the genocide, and the "Shahar" Battalion, which participated in combat alongside infantry forces in Gaza during the Israeli offensive on Gaza in 2014. The sponsorship includes joint activities for the welfare of the soldiers, support during times of combat, assistance to soldiers in need and their employment in companies, community activities, and accompanying the soldiers at various points during their military service. In February 2025, Partner adopted the 96th Division's "Negba" reserve brigade. The brigade was formed from a selected reserve force during the Gaza genocide to operate in the occupied West Bank.
In October 2023, amid the military invasion of Gaza, the company operated a mobile repair and charging station for cellular devices for soldiers in military assembly areas in the south and at various army bases. In addition, the company announced it will provide benefits for soldiers. The company also donated cellular equipment to soldier battalions in the field and security forces personnel.
During the Israeli offensive on Gaza in 2014 Partner was on the front lines providing various benefits and monetary compensation to soldiers who participated in the military operation. Mobile service units were sent by the company to the Gaza border, equipped with generators, chargers, batteries and cellular phones for the soldiers’ use.
Services to the Israel Police
Partner provides the Israel Police with internet access services.
In April 2025, the company was contracted in a follow-up tender for internet access services to provide services from May 2025 until November 2025 for NIS 217,000. In October 2025, the company was contracted to extend the services from November 2025 until January 2026 for NIS 73,000. In December 2025, the company was contracted to extend the services from January 2026 until April 2026 for NIS 80,000.
Services to the Israel Prison Service
Partner provides the Israel Prison Service (IPS) with technology, technology infrastructure and technology maintenance services.
In 2025, the company was contracted to provide the IPS with technology for a total of NIS 283,513.

In June 2025, Partner was one of two winners of the government cellular tender worth hundreds of millions of NIS to provide cellular services to civil servants.
The tender regulates the supply of cellular communication services to hundreds of thousands of civil servants and a significant technological upgrade of information security and functional continuity for government ministries. Partner will provide services to 40% of 220,000 subscribers included in the tender. The tender includes basing the government cellular network on independent networks with backup systems and strict cyber requirements, and providing a private and secure network and communications system using "cellular bubble" technology for the security and emergency forces.

In June 2023, Partner renewed its adoption agreement of two Israeli military combat units, which it has been adopting for 16-18 years as part of the "Adopt a Fighter" project. The sponsorship includes joint activities for the welfare of the soldiers, support during times of combat, assistance to soldiers in need and their employment in companies, community activities, and accompanying the soldiers at various points during their military service. In February 2025, Partner adopted the 96th Division's "Negba" reserve brigade. The brigade was formed from a selected reserve force during the Gaza genocide to operate in the occupied West Bank.
In October 2023, amid the military invasion of Gaza, the company operated a mobile repair and charging station for cellular devices for soldiers in military assembly areas in the south and at various army bases. In addition, the company announced it will provide benefits for soldiers. The company also donated cellular equipment to soldier battalions in the field and security forces personnel.
During the Israeli offensive on Gaza in 2014 Partner was on the front lines providing various benefits and monetary compensation to soldiers who participated in the military operation. Partner will provide services to 40% of 220,000 subscribers included in the tender. The tender includes basing the government cellular network on independent networks with backup systems and strict cyber requirements, and providing a private and secure network and communications system using "cellular bubble" technology for the security and emergency forces.

Through its Limited Partnership with Hot Telecommunication, P.H.I. Networks (2015) LP, Partner operates cellular radio infrastructure in the occupied West Bank, East Jerusalem and the Syrian Golan.
P.H.I. Networks (2015) LP was established by Partner and Hot Telecommunication to manage and operate a unified cellular antenna network for both companies in a network sharing model. P.H.I. holds a special license to provide cellular radio infrastructure services in “areas populated by Israeli citizens” (i.e. Israeli settlements) in the occupied West Bank.
