An Israeli commercial bank that provides a variety of banking and financial services.

Jerusalem Bank provides financial foundation and services for settlement activities and settlement expansion, and benefits from financial activity in illegal Israeli settlements in the occupied Palestinian territory.

Financing Construction and Infrastructure Projects in Illegal Settlements

Jerusalem Bank provides financial infrastructure to various construction companies for the purpose of construction of real estate projects in settlements in the occupied West Bank and holds as collateral the company's rights to the land and the project.

In July 2023, the bank granted A. Barkan & Co. a loan for the lease of complex number 61645 for residential construction according to tender no. יש/8/2018 and for ten lots in the settlement of Ariel. The bank holds as collateral all rights in the real estate, and all the rights of the company in a bank account in Jerusalem Bank and any other account, deposit, securities, or rights of any kind it has at the bank.

In June 2022, the bank granted A. Barkan & Co. three loans for construction projects in three residential complexes, and 28 lots in the settlement of Geva Binyamin–Adam on lands belonging to the Palestinian village of Jaba', according to Plan no. 240/2/14/3/1 for land designation for residential purposes, public buildings and institutions, an engineering facility, a transportation center, extensive planting, residential and commercial roads. The bank granted the company a loan for the lease of residential complex number 69745 and eight lots in the settlement according to tender יש/22/2021 for the marketing of 357 housing units in the settlement; a loan for the lease of residential complex number 69748 and twelve additional lots (263-274) in the settlement; and a loan for the lease of residential complex number 69749 and eight additional lots (197-204) in the settlement. The bank holds as collateral for all three loans all the rights in the real estate; all the rights of the company in a bank account in Jerusalem Bank and any other account, deposit, securities, or rights of any kind it has at the bank; any rights or funds that will come to the company from the Israel Land Authority or the "Custodian of Abandoned and Government Property in Judea and Samaria" (Custodian of Absentee Property in the West Bank); and all funds from buyers of apartments on the property.

In 2021 and 2019, the bank accompanied the company Shlomo Cohen in its project in the settlement of Ma'ale Adumim, according to plan No. 24\1\420 on the lands of the Palestinian villages of al-Izariyya and Abu Dis. The bank holds as collateral all of the company's rights on the land, all of its rights in its bank account in the Jerusalem Bank, and all of payments from the Israel Land Authority and/or the Custodian of Absentee Property in the West Bank and/or the Ministry of Construction and Housing and\or the Customs and VAT Department. The bank also holds as collateral all of the rights granted to the company from house buyers and contractors and subcontractors.

In February 2020, the bank granted A. Barkan & Co. a loan for the lease of complex number 55132 for the construction of 110 housing units and seven lots in the settlement of Ariel. The bank holds as collateral all rights in the real estate; all the rights of the company in a bank account in Jerusalem Bank and any other account, deposit, securities, or rights of any kind it has at the bank; any rights or funds that will come to the company from Israel Land Authority or the Custodian of Absentee Property in the West Bank; and all funds from buyers of apartments on the property.

In 2019, the bank accompanied the company A. Barkan in its construction project in Ariel. The bank held as collateral the company's rights in its bank account in the bank, and the rights the payments from the Israel Land Registration and\or the Custodian of Absentee Property in the West Bank and\or the Ministry of Construction and Housing and\or the Customs and VAT Department. The bank also holds as collateral all of the rights granted to the company from house buyers and contractors and subcontractors.

In 2017, Who Profits documented the involvement of the bank in settlement construction. The report showed that the bank accompanied construction projects in the settlements of Efrat, Ma'ale Adumim and Givat Ze'ev in the occupied West Bank; and Gilo and Ramot settlement neighborhoods in occupied East Jerusalem.
