A public Israeli holding company active primarily in the fields of insurance, pensions, provident funds, finance, and credit cards. The Group is one of the largest financial insurance and credit card groups in Israel.
Clal has provided financing for settlement expansion projects and is engaged in the provision of services to settlements and in the exploitation of occupied natural resources. These include telecommunication and energy services, and transportation projects such as the Jerusalem Light Rail.

Financing Settlement Construction Projects
Construction on Occupied Land
Bar-Amana Buildings Construction & Development Co.
Between 2018 and 2020, Clal provided the Israeli settlement-based construction company Bar-Amana Buildings Construction & Development Co. with loans for construction projects.
Bar-Amana is owned by the settlement movement Amana and considered to be the main settlement arm of the settlers, working to establish illegal settlements and outposts in the occupied West Bank.
Clal holds the company's rights in several construction projects and occupied land as collateral in the settlements of Karnei Shomron, Efart and Kiryat Arba.
In September 2020, Clal granted Bar-Amana a loan for a construction project of 164 housing units on 22.1 dunams (22,100 square meters) of land in the settlement of Karnei Shomron in the occupied West Bank according to City Plan No. 117/8/13 in Ginot Shomron neighborhood in the settlement as part of the development of the neighborhood and expansion of its entrance road. Clal holds as collateral all the company’s rights in the property and or the project to be built on the land.
In December 2020, Clal granted the company a loan for a construction project in the settlement of Kiryat Arba for construction on 4.903 dunams of land. Clal holds as collateral the company's rights in the project, including all current and\or future sums generated from the project, its rights in its bank accounts, its rights according to the agreement signed between the company and the Custodian of Abandoned Property in the West Bank, its rights to receive any funds and tax refunds, and funds received from buyers and contractors.
In April 2018, Clal granted Bar Amana a loan for a construction project of 40 housing units and a commercial center and office space on 9.83 dunams of land in the settlement of Efrat in the occupied West Bank. The project is part of Plan No. 410/5/4 for construction on lands belonging to the Palestinian villages Al Kahdir and Artis. Clal holds as collateral the company's rights in the project, including all current and future revenue from the project. In December 2020, Clal granted the company an additional loan for the same project under the same plan for the construction of 106 housing units.

Barkan a loan for a construction project of 110 housing units in the settlement of Ariel in the occupied West Bank according to tender 85/2019/יש. Clal holds as collateral the company's rights in the project, including its rights from the Custodian of Abandoned Property in the West Bank and the Israeli Ministry of Construction and Housing (IMOCH), and any grants and funds given to the company by contractors.
Traklin Yizum Ubniya
In 2020, Clal granted Israeli construction company Traklin Yizum Ubniya loans for the construction of 254 housing units in the settlement of Beit Aryeh.
In March 2020, Clal granted the company a loan for the construction of 118 housing units in the settlement as part of Plan No. 202/2/2 for the allocation of areas for public purposes, housing and infrastructure in the settlement. As part of the agreement, Clal holds as collateral the company's financial and contractual rights in the project, including all of the company's rights in the bank, all of its rights to receive funds from the Israeli Land Authority or the Custodian of Abandoned Properties in the West Bank, and funds received from home buyers and contractors. In November 2020, Clal granted the company an additional loan for the construction of 136 housing units under the same City Plan. Financing Israeli Military Projects
In 2022, Clal participated in the financing of the Israeli military ICT campus “Kiryat HaTikshuv”. The NIS 2 billion project was part of the Israeli Ministry of Defense's relocation plan to transfer army bases to the Naqab region, including the ICT Corps’ Technology Unit, the Air Force Technology Unit and the Southern Command headquarters.

Clal owns the Israel Police Yarkon Region Headquarters building.
Holdings in Complicit Companies
Through its holdings in other companies, Clal Insurance is complicit in providing services to the Israeli Ministry of Defense and the Israeli military, in the exploitation of occupied natural resources, and in the construction and expansion of settlement infrastructure.
Clal holds 8.36% of the shares of Israeli renewable energy, Enlight Renewable Energy, which develops and operates several renewable energy projects in the occupied Syrian Golan.
Clal holds 7.89% of the shares of Israeli telecommunications company, Partner Communications, which provides telecommunication, cellular, and internet services and infrastructure to Israeli settlements in the occupied West Bank and East Jerusalem. The company has also provided Telecommunication and internet services to the Israeli military District Coordination and Liaison Office in Gaza and the Israeli Civil Administration in the occupied West Bank.
Clal holds 7.84% of the shares of gas fueling and energy company, Dor Alon Energy, which operates gas stations and convenience stores in settlements in the occupied West Bank and East Jerusalem. Dor Alon also has access to the captive Palestinian market and has been supplying fuel to the Palestinian Authority since 2021.
Clal holds 7.8% of the shares of construction and engineering company Shapir Engineering and Industry, the co-operator and developer of the Jerusalem Light Rail project, which connects Israeli settlements in occupied East Jerusalem. Clal holds 6.81% of the shares of real estate and infrastructure company Electra, which is involved in the construction of infrastructure and transportation projects in the occupied West Bank and East Jerusalem. The company carries out part of the construction of the Jerusalem Light Rail Blue Line in occupied East Jerusalem. Through its subsidiary, Merkavim Transportation Technologies Ltd., jointly held with Volvo Group, Mayer Cars has provided armored buses to settlements in the occupied West Bank and to transportation companies operating bus lines in the occupied West Bank and East Jerusalem. In May 2018, Clal granted Z.F. Building a loan for a construction project of 40 housing units with a commercial compound on 9.830 dunams of land in the settlement of Efrat. The project is part of Plan No. 410/5/4 for the rezoning of lands belonging to Al Kahdir and Artis. Clal holds as collateral the company's rights in the project, including all of its rights in the bank and its rights from an agreement with Bar Amana Buildings Construction & Development Co, all its rights to receive funds from the Israeli Land Authority or the Custodian of Abandoned Properties in the West Bank, and funds received from home buyers and contractors. In April 2021, Clal granted the company an additional loan for the same above project.
Financing Israeli Military Projects
In 2022, Clal participated in the financing of the Israeli military ICT campus “Kiryat HaTikshuv”. The NIS 2 billion project was part of the Israeli Ministry of Defense's relocation plan to transfer army bases to the Naqab region, including the ICT Corps’ Technology Unit, the Air Force Technology Unit and the Southern Command headquarters.

Through its holdings in other companies, Clal Insurance is complicit in providing services to the Israeli Ministry of Defense and the Israeli military, in the exploitation of occupied natural resources, and in the construction and expansion of settlement infrastructure.
Clal holds 8.36% of the shares of Israeli renewable energy, Enlight Renewable Energy, which develops and operates several renewable energy projects in the occupied Syrian Golan.
Clal holds 7.89% of the shares of Israeli telecommunications company, Partner Communications, which provides telecommunication, cellular, and internet services and infrastructure to Israeli settlements in the occupied West Bank and East Jerusalem. The company has also provided Telecommunication and internet services to the Israeli military District Coordination and Liaison Office in Gaza and the Israeli Civil Administration in the occupied West Bank.
Clal holds 7.84% of the shares of gas fueling and energy company, Dor Alon Energy, which operates gas stations and convenience stores in settlements in the occupied West Bank and East Jerusalem. Dor Alon also has access to the captive Palestinian market and has been supplying fuel to the Palestinian Authority since 2021.

Between 2018 and 2020, Clal provided the Israeli settlement-based construction company Bar-Amana Buildings Construction & Development Co. with loans for construction projects.
Bar-Amana is owned by the settlement movement Amana and considered to be the main settlement arm of the settlers, working to establish illegal settlements and outposts in the occupied West Bank.
Clal holds the company's rights in several construction projects and occupied land as collateral in the settlements of Karnei Shomron, Efart and Kiryat Arba.
In September 2020, Clal granted Bar-Amana a loan for a construction project of 164 housing units on 22.1 dunams (22,100 square meters) of land in the settlement of Karnei Shomron in the occupied West Bank according to City Plan No. 117/8/13 in Ginot Shomron neighborhood in the settlement as part of the development of the neighborhood and expansion of its entrance road. Clal holds as collateral all the company’s rights in the property and or the project to be built on the land.
In December 2020, Clal granted the company a loan for a construction project in the settlement of Kiryat Arba for construction on 4.903 dunams of land. Clal holds as collateral the company's rights in the project, including all current and\or future sums generated from the project, its rights in its bank accounts, its rights according to the agreement signed between the company and the Custodian of Abandoned Property in the West Bank, its rights to receive any funds and tax refunds, and funds received from buyers and contractors.

In 2020, Clal Insurance granted Israeli construction company A. Barkan a loan for a construction project of 110 housing units in the settlement of Ariel in the occupied West Bank according to tender 85/2019/יש. Clal holds as collateral the company's rights in the project, including its rights from the Custodian of Abandoned Property in the West Bank and the Israeli Ministry of Construction and Housing (IMOCH), and any grants and funds given to the company by contractors.
Traklin Yizum Ubniya
In 2020, Clal granted Israeli construction company Traklin Yizum Ubniya loans for the construction of 254 housing units in the settlement of Beit Aryeh.
In March 2020, Clal granted the company a loan for the construction of 118 housing units in the settlement as part of Plan No. 202/2/2 for the allocation of areas for public purposes, housing and infrastructure in the settlement. As part of the agreement, Clal holds as collateral the company's financial and contractual rights in the project, including all of the company's rights in the bank, all of its rights to receive funds from the Israeli Land Authority or the Custodian of Abandoned Properties in the West Bank, and funds received from home buyers and contractors. In November 2020, Clal granted the company an additional loan for the construction of 136 housing units under the same City Plan. Clal holds as collateral the company's rights in the project, including, all its rights to receive funds from the Israeli Land Authority or the Custodian of Abandoned Properties in the West Bank, and funds received from home buyers and contractors.
