Motorola Solutions, Inc., is an American provider of communication products, video equipment, telecommunications equipment, software, systems and services. The company provides products, services and technological solutions for military and security agencies which include Converged Information Security Management, Communications Command & Control, Mobile Radio Systems & Devices, Broadband LTE Systems and Devices, Cybersecurity Services & Products and Alarm Systems.
As of 2023, Motorola Solutions is the sole supplier of the 4G cellular network for the Israeli military. In 2014, the company was contracted by the Israeli Ministry of Defense (IMOD) to be the sole supplier for the "Military Cellular" project to establish a cellular network that will provide an encrypted cellular communication solution.
Motorola Solutions is also the developer and supplier of the Israeli military smartphone devices. The Motorola military smartphone Lex M20 came into use by the Israeli military in 2016, providing encrypted conversation capabilities and an encrypted messaging system for text, voice messages, photos and videos, and GPS location data. It’s able to communicate with the other military communications systems using 4G infrastructure, also provided by Motorola.
The smartphone was developed after the company was awarded a USD 100 million contract from the IMOD for the provision of encrypted smartphones that would serve military personnel for the next 15 years.
Previously, in the 1990s, the company developed the military’s first military wireless telephony system, "Mountain Rose". The system was a specifically designed mobile system for field conditions, which was used by Israeli soldiers in the occupied West Bank.

Motorola Solutions is involved in the Israeli Ministry of Defense’s (IMOD) “Zramim” System, which is a smart cards system used for goods transports in Israeli checkpoints. The system, presented in 2020 by the IMOD Crossing Authority, is for Palestinian drivers, merchants and transport companies who must register their personal information in the system.
In December 2021, Who Profits documented the presence of a camera designed by Motorola's subsidiary, Avigilon, in the Cave of the Patriarch in Hebron, in use by the Israeli military.
Services for the Coordinator of Government Activities in the Territories (COGAT)
In 2021, the company was contracted by COGAT to supply communication radios for NIS 24,750. In 2019, the company supplied communication radios for the Supervision Unit of the Civil Administration in the West Bank for NIS 60,645. The Supervision Unit of the Civil Administration is in charge of enforcement and security legislation of Israeli military law in the occupied West Bank.
Military intelligence campus in the Naqab
In August 2022, it was published that Motorola Solutions Israel will establish, operate and maintain the ICT system for the Israeli military Intelligence campus “Kiryat Hamodi’in” in the Naqab. The Campus will host the military’s Intelligence operations and house about 12,000 soldiers and officers of the Intelligence, Cyber and Technology units, as well as the headquarter units of the Intelligence Division.

In 2022, Motorola Solutions Israel received NIS 63,179 for the shielding of a new office of the Population and Immigration Authority in the settlement of Beitar Illit in the occupied West Bank.
In April 2021, Motorola Solutions won a tender from the settlement of Ariel municipality for the supply, installation and maintenance of technological security systems for NIS 300,000. In 2018, the company won a tender for the provision of physical and technological security measures for the Ariel settlement municipality.
According to its website, the Jordan Valley regional council is using Motorola’s command and control system, Avigilon camera manager, Motobridge communication software, LPR cameras, buses cameras software and Motorola Events Calendar. The regional council includes over 20 Israeli settlements in the Jordan Valley in the occupied West Bank.
In 2019, Motorola Solutions Israel won a tender for the provision and operation of remote communication system for the Mateh Binyamin settlement regional council and the settlement of Modi'in Ilit in the occupied West Bank. Mateh Binyamin Regional Council includes over 40 Israeli settlements and outposts in the occupied West Bank.
In 2018, the company won a tender for the provision of technological security measures for the Kiryat Arba settlement regional council.
In 2016, the Efrat settlement local council allocated NIS 170,000 for the purchase of radio systems from the company.

In 2022, Motorola Solutions was contracted to provide the security cameras and entrance control project for the Jerusalem Light Rail’s Green Line. The project includes thousands of cameras and video management systems which will be deployed along the line’s route.
The Jerusalem Light Rail (JLR) network is a large-scale Israeli transport infrastructure project connecting large settlement blocks in occupied East Jerusalem to the center of the city and its western side, creating territorial continuity and easing settler movement on both sides of the Green Line. The JLR Green Line route connects the Gilo settlement neighborhood in East Jerusalem to Mt. Scopus, passing through the city center and the settlement neighborhoods of Ramat Eshkol, Ma’alot Dafna and French Hill, with 17 stops in settlement neighborhoods.

Surveillance
MotoEagle Wide Area Surveillance System
Motorola Solutions Israel has provided the IMOD with a Wide Area Surveillance System (WASS), known as MotoEagle since 2005 in a NIS 400 million project. The system was documented in Israeli settlements in the West Bank and in the separation wall apparatus.
The radar detectors’ system was installed in dozens of Israeli settlements and outposts in the West Bank, including Hebron, Karmei Tzur, Bracha, Tekoa, Otniel, Beit Hagai, Eli, Rehelim, Kfar Tapuach, Elon More, Talmon and Shilo. The system was documented in 2016 in the settlements of Tekoa and Nokdim in the occupied West Bank, and in 2015 in the settlements of Shilo and Eli in the occupied West Bank. In some cases, the radar stations were erected on private Palestinian land, preventing Palestinian movement.
The system was also used in the Separation Wall complex, in the wall around Gaza, and in military bases and includes radars and cameras to detect human movement.
Jerusalem
Motorola Solutions Israel has won several tenders with the Jerusalem Municipality, among them a project for the installation and operation of command and control systems for the Jerusalem Municipality's security system, which manages all the security components in the city, including video management and analytics, control of security communications and public address systems. Another project of the company is a security system that includes thousands of cameras that are deployed throughout the city, equipped with analytics, which enables search of a person or a vehicle based on identifying marks. The cameras are equipped with artificial intelligence and analytics that can automatically identify based on search characteristics.
Services to the Israel Police and the Ministry of National Security
Motorola Solutions is the sole supplier for the Israel Police's national communication system "Nitzan". The system, developed in 2008 by the Israel Police and Motorola Solutions, serves as the national communication system for the Israeli Police.
In May 2022, the company was contracted, with an exemption from tender, to provide procurement and maintenance for Nitzan system until May 2024 for NIS 24 million. In 2021, the company was contracted by the Israel Police for maintenance and supply services for the system in a 3 year contract in an amount of up to NIS 115 million. In June 2021, the company was contracted by the Israeli Police, with an exemption from tender, for maintenance, upgrade and expansion of Nitzan system for NIS 31,333,333 until March 2022. In May 2021, the company was contracted by the Israeli Police for the procurement and maintenance of Nitzan system for one year for NIS 12 million. In April 2021, the company was contracted for maintenance, upgrade and expansion of Nitzan system for two months for NIS 7 million.
In January 2021, the company was contracted by the Israel Police, with an exemption from tender, to provide maintenance of communication system and equipment until December 2023 for NIS 140 million. In 2020, the company was contracted by the Israel Police, with an exemption from tender, to provide maintenance services of the police communication system until 2022.
In 2019, the company was contracted, with an Exemption from tender, to provide PTT communication servers to the Israeli Police. In 2019, the company presented a new “smart” radio that combines radio communication and broadband cellular communication designed for police forces and used by the Israeli Police.
In 2021, the company provided communication accessories to the Ministry of National Security for NIS 6,656. Between 2018-2015, the company provided the Ministry with security and safety services, software maintenance and consulting services, vehicle sensors, operational equipment, radio maintenance, technological equipment procurement, and communication accessories.
In 2013, Motorola radio System was documented used by Yasam unit officers (a special patrol unit of the Israeli police, used to disperse demonstrations) who arrested Palestinian protestors in Bab Al-Shams in E1 area in the occupied West Bank.

In March 2022, Motorola Solutions Israel was contracted, with an exemption from tender, to provide maintenance for the IPS wireless system until 2025 for NIS 3,967,000.
In 2021, the company provided radio equipment for the IPS for NIS 29,016.
In 2019, the company provided the IPS with maintenance of wireless system for NIS 547,793. Also in 2019, the company provided Installation of CCTV cameras in trucks of the IPS’ “Nachshon” unit for NIS 364,328, and equipment procurement for NIS 67,006. Nachshon Unit is the IPS’ operational arm, responsible for the transport of prisoners, among them Palestinian political prisoners incarcerated in Israeli prisons.
In 2020, the company was contracted to provide cellular based communication services for the Israeli government offices. The agreement includes supply of mobile devices and service to approximately 10,000 users.
Tel-Aviv Jerusalem Train
In February 2012, Motorola Solutions Israel was awarded a tender for the installation of Internet access on 630 carriages and all train stations for Israel Railways. The contract included the A1 Tel-Aviv Jerusalem Fast Train line. The Tel Aviv Jerusalem Fast Train, also known as the A1 train, crosses the Green Line into the occupied West Bank in two areas, using occupied Palestinian land, some of it privately owned, for an Israeli transportation project aimed exclusively for Israelis. The contract included the A1 Tel-Aviv Jerusalem Fast Train line. The Tel Aviv Jerusalem Fast Train, also known as the A1 train, crosses the Green Line into the occupied West Bank in two areas, using occupied Palestinian land, some of it privately owned, for an Israeli transportation project aimed exclusively for Israelis.
